CALL TO ORDER
 
  The meeting was called to order at 7:34 AM.
 
Guest – Rob Wagner, Spooky Walk Coordinator
 
  Rob Wagner gave an overview of last year's Spooky Walk and a preview of this year's event.
 
APPROVAL OF MINUTES
 

Approval of the minutes of the September 13, 2017 meeting.

  
 
  Motion by Trustee Katie Kress, second by Vice President Nancy Kane to approve the minutes of the September 13, 2017 meeting.
  Vote: 7 - 0 Motion Carried
 
  Josephine Schneider and Mark Quirk arrived at 7:36 AM.

Rainie Pellien arrived at 7:39 AM.
 
TREASURER'S REPORT – Review of Financials – Dean Behrens
 
  In absence of Dean Behrens, Financials were read by Barb Watters showing income for the month of August of $4,008.08 and expenses of $4,960.70 for a balance of $77,650.92.
 
  Motion by Trustee Katie Kress, second by Vice President Nancy Kane to approve the Treasurer’s Report.
  Vote: 10 - 0 Motion Carried
 

COMMITTEE REPORTS

 
BID Director's Report - Barb Watters
 
  Quiznos will be opening in December at Colonial Plaza.

Jasson Mallon State Farm agent has taken over for Katie Rosso.

Welcome Heidi Maas and MeikoBella Studio which share space with Lyn Moran Photography behind Stanford Art Glass Studio.

MMP Remodeling and Relaxology will be leaving the Village Centre.

Spooky Walk (7:00-8:30 PM) and Trick or Treat (4:00-7:00 PM) will be held on Thursday, October 26.

Christmas Market and Shop Small Saturday will be help Saturday November 25 from 11:00 AM to 4:00 PM
 

Trustee Report - Katie Kress

 
  Leaf collection will be in mid-October.

The Village Board is continuing to review the recreational vehicle ordinance.

Public hearings for cell towers at Fire Station #3 and on Hwy Q will be at the November Plan Commission.
 
CDA Report - Cathy Hazzard
 
  None.
 
Village Report - Gabe Gilbertson
 
  Fiddleheads state variance was approved. Building plans should be submitted soon. Fire Station restaurant should appear at ACB. The street lights for the intersection of Appleton & Roosevelt are finished.

Main Street Re-Construction Update – Gabe Gilbertson
 
  Construction is finished for the most part. A small amount of pouring is still required. Plants should be into the planters soon.
 
Beer Garden Update – Bruce Russell, Barb Watters
 
  Weather has been impacting attendance. Next year should be very promising. Local businesses report seeing an increase in attendance.
 
Memorial Bricks – Mill Pond – Tyler Zwagerman
 
  Tyler Zwagerman gave an update on his research and progress for the memorial brick project. He will work with the Enhancements Committee on a new memorial brick project.
 
Discussion and possible Consideration of the Budget/Bylaws/Operating Plan 2018
 
  Katie Kress left the meeting at 8:26 AM.
 
  Motion by Vice President Nancy Kane, second by Member Mary Lahti to approve the Budget, By-Laws, and Operating Plan for 2018.
  Vote: 9 - 0 Motion Carried
 
Banking Institution Review
 
  Motion by Member Mary Lahti, second by Vice President Nancy Kane to table the item.
  Vote: 9 - 0 Motion Carried
 
Monthly Member Highlight – Ryan Deutscher
 
  Ryan Deutscher presented Planet Fitness.
 
ORGANIZATION/CLUB ANNOUNCEMENTS
 
  Mary Lahti will not renew her seat when her term is up on December 31, 2017.

Josephine Schneider and Mike Manke's terms are up on December 31, 2017. Both board members indicated their intention to retain their seats for another term.
