CONSENT AGENDA: At most meetings, the Commissioners Court establishes a Consent Agenda. It consists of those Agenda Items which are routine or non-controversial, and which neither a member of the Commissioners Court nor the public has asked to be pulled for discussion. Once the Commissioners Court has established the Consent Agenda, Agenda Items included on it will be voted upon in one vote, and will not be discussed separately unless requested by the County Judge, Commissioner, or a citizen.
EXECUTIVE SESSION: The Commissioners Court may go into Executive Session to discuss those matters listed anywhere on the Agenda or as otherwise permitted by law.
PUBLIC COMMENT: Members of the public will have the opportunity to address the Commissioners Court during this section on any Agenda Item or any subject within its jurisdiction except a matter related to pending litigation. Each speaker should sign in on the Public Comment Sheet available at the rear of the Courtroom at least five (5) minutes before commencement of the Commissioners Court meeting. Speakers should limit their comments to two (2) minutes. The County Judge may, if he/she deems it necessary, limit both the number of speakers and the time allotted to each speaker. Under the law, the Commissioners Court may only take action on items specifically listed on the Agenda. Subject matter presented which is not part of the Agenda will be referred to the appropriate department for review and subsequent action. Materials submitted during public hearings will not be returned unless prior arrangements have been made through the County Clerk, with the approval of the County Judge. At least ten (10) copies of any document to be used by any speaker should be available for distribution. The speaker’s name and, if applicable, Agenda Item number should be clearly marked on such documents.
ADJOURNMENTS IN MEMORY: The Commissioners Court may adjourn the meeting in memory of deceased community leaders, County employees, and other distinguished persons. Requests for Adjournment in Memory may be made through any County Commissioner or the County Judge.
AUXILIARY AIDS OR SERVICES: Persons with disabilities who plan to attend this meeting of the Commissioners Court, and who may need special assistance, services or auxiliary aids, should contact the Office of the Nueces County Judge (361-888-0444) at least forty-eight (48) hours ahead of the meeting so that appropriate arrangements can be made.

2. PUBLIC COMMENT: This section provides the public the opportunity to address the Commissioners Court on any issues within its jurisdiction. The Commissioners Court may not take formal action on any requests made during the Public Comment period which are not on the Agenda, but can refer such requests to County staff for review if appropriate.
3. CONSENT AGENDA: The following Agenda Items are of a routine nature, and the Commissioners Court has received supporting materials for consideration. All of these Agenda Items will be passed with one vote without being discussed separately, unless a member of the Commissioners Court or the public requests that a particular Agenda Item be discussed. If so, that Agenda Item will be pulled from the Consent Agenda and discussed as part of the regular Agenda at the appropriate time. One vote will approve the remaining items on the Consent Agenda.

I.   Authorize Sole Source purchase of tile and bathroom cleaner from Kendall & Son LTD for the Sheriff's Office.
J.   Authorize a sole source purchase with Tyler Technologies for support and maintenance of the Tyler Odyssey application system.
K.   Ratify Application for use of School Parking Lot - Coles School - Voices of South Texas Event, Nueces County Historical Commission.
L.   Approve permit for County Road crossings for River Acres Water Supply for purposes of waterline replacements in Quail Valley, First Colony, and  Broad Acres Subdivisions.
M.   Designate Wednesday as the day of the week that Court will meet in regular term for fiscal year 2019-2020, pursuant to Section 81.005 of the Texas Local Government Code.
N.   Authorize change request with SHI for Linked Mailbox and PST Migration.
O.   Authorize the Corpus Christi-Nueces County Public Health District (CCNCPHD) to enter into a contract amendment with the Department of State Health Services (DSHS) in the amount of $269,815.00 for the period 1/1/2020 through 12/31/2020 to treat, control, and prevent Sexually Transmitted Diseases (STDs) and HIV/AIDS; and authorize the Director of the Corpus Christi-Nueces County Public Health District to sign on behalf of Nueces County.
P.   Approve the Corpus Christi-Nueces County Public Health District (CCNCPHD) accepting a grant contract amendment with the Department of State Health Services (DSHS) to continue providing funding for Public Health Emergency Preparedness activities in the amount of $10,628.00; authorize the Director of the Corpus Christi-Nueces County Public Health District, to sign on behalf of Nueces County.
Q.   Adopt a resolution authorizing the submission of a grant application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the FY2020 District Attorney Testing of Forensic Evidence grant program.

Adopt a resolution authorizing the submission of a grant application to the Office of the Governor, Public Safety Office, Criminal Justice Division for the FY2020 Opioid Antagonist Grant Program.

S.   Ratify the submission of a grant application to the American Library Association Census Equity Fund Grant.
T.   Approve the submission of a grant application to the Tocker Foundation for the automation of the Law Library.

3.   Discuss and consider approval of Port of Corpus Christi Authority Funding Agreement in the amount of $250,000.00 for purposes of contributing to the construction of an observation deck at Horace Caldwell Pier in Port Aransas, Texas.
4.   Discuss and consider approving a Commissioners Court order granting purchasing exemptions under Section 262.024 of the Local Government Code in relation to professional services of engineers for the construction of an observation deck at Horace Caldwell Pier.
5.   Discuss and consider selection of Hanson Professional Services, Inc., for design of Horace Caldwell Pier Observation Deck; approve engineering services contract.
6.   Discuss and consider Gulf Copper request to be granted Foreign Trade Zone status; and consider related agreements.
7.   Discuss and consider restructuring/organization and renaming of Nueces County Animal Control.
8.   Reorganization and reclassification of certain positions of the Law Library and the other Nueces County Libraries to all be under the direction of the County Librarian.
9.   Reorganization and reclassification of certain positions of the Voters Registration Department to all be under the direction of the Nueces County Commissioners Court.
10.   Discuss and consider adding an additional regular, full-time Senior Autopsy Technician position, pay group 18 to Department 3890-Medical Examiner.
11.   Discuss and consider approving the supplemental increases for the County Attorney's Office personnel under the 1325 account and related matters.
12.   Discuss and Consider execution of a Personal Service Agreement with P&M Commercial Operations, LLC to perform construction/project management services as listed in the attached proposal to assist Coastal Parks with recovery of the I.B. Magee RV Park facilities.
13.   Discuss and consider approval of Contract Agreement Amendment No. 2 for Fiscal Year 2019 between Nueces County and Coastal Bend Council of Government - Area Agency on Aging, on the New Increased Rate for Home Delivered Meals Effective September 1, 2019 - September 30, 2019. 
1.   Discuss and approve the County Judge to sign the Gold Service Agreement with Thyssenkrupp Elevator Corporation for elevator maintenance in the Courthouse and the County Jail.
2.   Discuss and authorize the County Judge to enter into Modernization Proposals with Thyssenkrupp Elevator Corporation for the following elevators;
1.  Four (4) Courthouse Tower Elevators.
2.  Three (3) Jail Elevators.
3.   Discuss and consider selection of the following consultants related to Nueces County Capital Improvement Plan Road Project:

4.   Authorize a Texas Tips Contract No. 170201 with Pro Tech Mechanical, Inc. for purchase and install of a 70 Ton AAON HVAC Package Unit, with a 5-Year Compressor Warranty (no labor or refrigerant included) for Ball Room B at the RMB Regional Fairgrounds. 
5.   Discuss and consider approval of change orders for the I.B. Magee RV Park Recovery Project.
1.   Discuss and consider authorizing a sole source purchase from HydroHoist Marine Group, Inc for 75 PowerPort base units for Coastal Parks.
1.   Approve Capital Project Budget Change Order No. 75 
5. EXECUTIVE SESSION: PUBLIC NOTICE  is given that the Commissioners Court may elect to go into an Executive Session anytime during the meeting to discuss matters listed on the Agenda, when authorized by the provisions of the Open Meetings Act, Chapter 551 of the Texas Government Code. In the event the Commissioners Court elects to go into Executive Session regarding an agenda item, the section or sections of the Open Meetings Act authorizing the Executive Session will be publicly announced by the presiding officer. In accordance with the authority of the Government Code, Vernon’s Texas Codes, Sections 551.071, 551.072, 551.073, 551.074, 551.0745, 551.076, 551.086, 551.087, the Commissioners Court will hold an Executive Session to consult with attorney(s) including matters related to litigation; deliberate regarding real property, prospective gift(s), personnel matters, including termination, county advisory bodies, security devices, and/or economic development negotiations and other matters that may be discussed in an Executive Session. Upon completion of the Executive Session, the Commissioners Court may in an open session take such action as appropriate on items discussed in an Executive Session.
1.   Discuss and consider settlement of Laura Wooldridge property-damage claim and related matters.
2.   Interview applicants for the position of Veterans Service Officer.
3.   Discuss and consider selection of an applicant to fill the position of the Veterans Service Officer.
