As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be convened into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any agenda item listed herein.

DeSoto City Council Meetings are open to the public; however, since space is limited and citizens are encouraged to view the
meetings online rather than in person due to concerns related to the spread of COVID-19. Citizens attending in-person are
asked to maintain a distance of at least 6-feet from other members of the public, City Council and staff. The meeting will be
live-streamed on DeSoto's website at for those wanting to view the meeting online.

3.   Presentation and discussion of on-demand telemedicine referral services for low-priority medical calls received at the Southwest Regional Communications Center
4.   Discussion of agenda items H1 and H2 related to the nomination of an individual to serve on the Dallas Central Appraisal District Board of Directors and a budget amendment for the classification & compensation study, respectively, on the Regular Agenda portion of the City Council Meeting agenda

1.  Pursuant to Texas Government Code Section 551. 0415 the City Council may report on the following items: ( 1) expression of thanks, congratulations or condolences; ( 2) information about holiday schedules; 3) recognition of individuals; ( 4) reminders about upcoming City Council events; ( 5) information about community events; and ( 6) announcements involving imminent threat to public health and safety.

2.  Liaison Updates
The City Council invites citizens to address the Council on any topic not already scheduled for Public Hearing.  Citizens wishing to speak should complete a "Citizen Comment Card" and present it to the City Secretary or return to the Ambassador table prior to the meeting.  In accordance with the Texas Open Meetings Act, the City Council cannot take action on items not listed on the agenda.  However, your concerns may be addressed by City Staff, placed on a future agenda, or responded to by some other course.

f.   Consider authorizing the City Manager to negotiate and execute a contract with Polk Mechanical in the amount of $255,000 to provide new air handling units for the Recreation Center and approving a budget amendment in the same amount
g.   Consider a Resolution adopting the 2022 City Council meeting dates calendar for regular meetings conducted by the DeSoto City Council
Consider authorizing the City Manager to negotiate and execute a service contract in the amount of not-to-exceed $107,800 with Berry Dunn, McNeil & Parker, LLC to conduct a Needs Assessment related to the Computer-Aided Dispatch System used by the Southwest Regional Communications Center and participating Public Safety Agencies
i.   Consider authorizing the City Manager to add Veterans Day and Juneteenth as recognized City of DeSoto holidays
1.   Conduct a Public Hearing and consider an Ordinance for Zoning Case Z-1462-21 to amend the Zoning Ordinance; Section 9.5 “Zoning Board of Adjustment, Variances,” Section, 13.2 “Agricultural, Permitted Uses,” Section 14.2 “SF-CE – Single Family Residential District – Country Estate, Permitted Uses,” Section 15.2 “SF-E – Single Family Residential District – Estate, Permitted Uses,” Section 36 “Use Chart,” Section 38 “Off-Street Parking and Loading Requirements,” Section 39 “Landscape Requirements,” Section 41 “Fencing, Walls, and Screening Requirements,” Section 42.1 “Site Plan Review,” and Appendix A-0 “Supplements,” A-1 “Planned Development Districts,” A-2 “Specific Use Permits,” and A-3 “Definitions.”
2.   Conduct a Public Hearing and consider an Ordinance for Zoning Case Z-1463-21 to amend Planned Development-134 (PD-134) with base zoning of Single Family Attached (SFA) to allow for some deviations regarding the number of proposed units. The property is located on 715 and 735 E. Belt Line Road and consists of 9.7 acres. Applicant/Owner: Dave Martin.
3.   Conduct a Public Hearing and consider an Ordinance for Zoning Case Z-1454-21 to rezone property from Single Family-12 (SF-12) and Commercial-1 (C-1) zoning to Planned Development-189 (PD-189) with base zoning Single Family-8 (SF-8) with some deviations and Commercial-1(C-1). The property is located at 900 East Parkerville Road and 1100 Sherry Lane on 29.33 acres. Applicant: Bannister Engineering, LLC and Property Owner: Harlan Properties Inc.
H. REGULAR AGENDA - New Business
1.   Consider making and approving a nomination to cast DeSoto's vote for the election of the Suburban Cities' Representative to the Dallas Central Appraisal District Board of Directors and authorizing the Mayor to submit an Official Ballot Resolution for the approved nominee. (Nominees are Mr. Michael Hurtt, Ms. Shaunte L. Allen, Ms. Dianne Cartwright, Mr. Brett Franks, and Mr. Steve Nichols)
2.   Consider approving an Ordinance amending the FY 2022 Budget to provide funding for a Classification & Compensation Study
3.   Consider the appointment of Alicia Thomas to the position of City Secretary
1.   a.  The City Council will convene into executive session pursuant to Section 551.072 of the Government Code (Real estate) to deliberate the purchase, exchange, lease or value of real property locate at 800 W. Beltline Road.

b. The City Council will convene into Executive Session pursuant to Section 551.074, Personnel Matters, of the Texas Government Code, to discuss the roles, responsibilities, and performance of the City Manager.

c.  Action as a result of executive session.
