SUMMARY:
At the May 26, 2020, meeting, the FPRA Board directed staff to enter into negotiations with Upendo Shabazz on behalf of Rooted In Change, Inc./dba as Lincoln Park Young Professionals, of Fort Pierce, FL, the highest rank responder for RFP 2020-013, for the redevelopment of 1100 block of Avenue D. The Lincoln Park Young Professionals seeks to lease and improve 1134 and 1138 Avenue D to create an open community engagement space for a period of five (5) years from the date this agreement is effective, with an option to renew one (1) additional term of five (5) years, for a total of ten (10) years.
RECOMMENDATION:
Staff recommends approval of the agreement, which is approved as to Form and Correctness by the City Attorney contingent upon the inclusion of Exhibit A: Legal Description of Property; and Exhibit B: Scope of Work.
ALTERNATIVES:
Staff will proceed as directed by the FPRA Board.

The CRA Advisory Committee recommends that the bid be awarded to the highest rank respondent, Tyese Miller.

Update on the Request for Qualifications No. 2020-023 Redevelopment of Fisherman’s Wharf and selection of shortlist to enter the Request for Proposals phase

SUMMARY:

The Fort Pierce Redevelopment Agency embarked upon a two-phase solicitation process -- Request for Qualifications and Request for Proposals -- for the redevelopment of Fisherman’s Wharf. The first step of the process is the Request for Qualifications (RFQ). The RFQ is used as a screening step to establish a qualified pool of firms who are eligible to submit responses to a Request for Proposals (RFP). In this two-step process, the response to the RFQ describes the company or individual's general qualifications to redevelop the property.

The Evaluation Committee met on Wednesday, October 7, 2020 to evaluate the qualifications of the six (6) respondents in accordance with the information detailed in Section IV – Scope of Service/Specifications, pg. 17, RFQ Evaluation Criteria. The committee reviewed and scored the responses with respect to development team, professional qualifications and experience and project approach. Five (5) firms met all the guidelines outlined in the RFQ. The Statement of Qualifications received by Pierce Harbor, LLC was incomplete and therefore considered non-responsive. Edgewater Resources has since withdrawn from the process.
