a.   Consider confirmation of Mehgan Horne to the Library Advisory Board.
 
b.   Consider confirmation of Sandy Respess to the Tri-City Animal Shelter Advisory Board.
 
c.   Consideration a Resolution approving the terms and conditions of an Interlocal Cooperation Agreement with the Texas Department of Motor Vehicles.
 
d.   Consider the purchase of a new Senior Center van through HGACBuy from Creative Bus Sales as identified in the Fiscal Year (FY) 2019 Vehicle Replacement Program for a total purchase price of $64,060.51.
 
e.   Consider an Interlocal agreement between the GoodBuy Purchasing Cooperative and the City of DeSoto for the purpose of Cooperative Purchasing as provided by Interlocal Cooperation Act, Texas Government Code Section 791.001, et seq., and Texas Local Government Code Section 271.102.
 
f.   Consider an Ordinance of the City of DeSoto, Texas, amending the adopted budget for the Fiscal Year beginning October 1, 2018 and ending September 30, 2019, by amending Exhibit “A” titled "Adopted Fiscal Year 2018-2019 Budget and Planning Year 2018-2019" by amending the financial analysis by amending Fund 101-007-010 to reduce the number of Fire Engineer/Paramedic classified positions from ten (10) to nine (9), and increase the number of Firefighter/Paramedic classified positions from forty-four (44) to forty-five (45).
 
g.   Consider an Interlocal Agreement with the Public Employee Benefit Alliance (PEBA).

H. REGULAR AGENDA - New Business
 
1.   Consider authorizing the City Manager to execute a contract with Advanced Paving Company in the amount of $754,241 for Phase 2 construction, and establish a revised total project budget in the amount of $2,731,311 for Phases 1 and 2 of the 2018 Renovation and Replacement Project.
 
I. CITIZEN APPEARANCES
 
The Citizen Appearances portion of the Agenda is an opportunity for the public to address the City Council on any subject. However, in accordance with the Texas Open Meetings Act, the City Council cannot discuss issues raised or make any decision at this time. Issues raised may be referred to City Staff for research and possible future action.
 
J. ITEMS OF COMMUNITY INTEREST
 
Pursuant to Texas Government Code Section 551. 0415 the City Council may report on the following items: ( 1) expression of thanks, congratulations or condolences; ( 2) information about holiday schedules; 3) recognition of individuals; ( 4) reminders about upcoming City Council events; ( 5) information about community events; and ( 6) announcements involving imminent threat to public health and safety.

1.   a.  The City Council will convene into Executive Session pursuant to Section 551.087, Texas Government Code, Economic Development Incentives, to deliberate and discuss economic development incentives to be provided to Project Housewares by the City of DeSoto.

b.  The City Council will convene into Executive Session pursuant to Section 551.087, Texas Government Code, Economic Development Incentives, to deliberate and discuss economic development incentives to be provided to Project Lego TR by the City of DeSoto.

c.  Actions as a result of Executive Sessions.

DeSoto City Council Meeting are broadcast live in their entirety on DeSoto's City Website www.desototexas.gov Government Access Channel 16 available to Time Warner subscribers on the first and third Tuesday of each month at 7:00 p.m.  A taped broadcast is aired each day on Channel 16 at 10:00 a.m., 2:00 p.m., 7:00 p.m., and 11:00 p.m. following the live broadcast.  Question regarding the broadcast schedules should be directed to Kathy Jones, Community relations Manager, at 972-230-9648. These taped broadcasts are also available to view on the City's website (www.desototexas.gov ) at your convenience.
