CALL TO THE PUBLIC: Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date.
 
PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. No legal actions will be taken.
 
1. Presentation of "The County Line" by Yuma 77, the Yuma County Government Channel. No Action
 
2.   Chairman proclaims September 25, 17, 2018 as "National Day of Remembrance for Homicide Victims".  *Scrivener's error:  This is September 25 not September 17th.  C.Isbell, 09-17-18. No Action
 
3.   Presentation by Paul D. Ward, Yuma Metropolitan Planning Organization (YMPO) regarding historical Arizona Department of Transportation funding in the Yuma region. No Action
 
CONSENT CALENDAR:  The following items listed under the Consent Agenda will be considered as a group and acted upon by one motion with no separate discussion, unless a Board Member so requests. In that event, the item will be removed from the Consent Calendar for separate discussion and action. 
 
1.   Assessor: Approve Tax Roll Corrections as listed in batch dated September 17, 2018, pursuant to ARS Title 42, Chapter 16, Article VI.  (A full listing of all corrections is available from the Clerk of the Board of Supervisors.) Approved as presented
 
2.   Finance: Approve the Accounts Payable Demands disbursed in the amount of $2,472,668.35 and Payroll in the amount of $1,578,108.94 during the period of August 06, 2018 through August 24, 2018. (A detailed listing is available for review in the Office of the Clerk of the Board of Supervisors.) Approved as presented
 
3.   Clerk of the Board:  Approve the minutes for the September 5, 2018 Regular Session. Approved as presented
 
4.   County Administrator: Appoint Diane Jung to fill the remainder of Randy Brown's unexpired term on the Yuma County Citrus Pest Control District governing board, which term will sunset on December 31, 2018. Approved as presented
 
5.   County Administrator/Elections: a) Cancel the November 6, 2018 governing board elections for Antelope Union High School Dist. No. 50; Yuma Elementary School Dist. No. 1;  Hyder Elementary School Dist. No. 16;  Wellton Elementary School Dist. No. 24; Gadsden Elementary School Dist. 21;  Southwest Technical Education District of Yuma, Antelope Union High School and Yuma Union High School Seats that expire in 2018; Somerton School District No. 11; Martinez Lake Fire District; Yuma County Hospital District; Arizona Western College Districts No. 5, and Yuma County Pest Abatement District; and b) Appoint and deem elected all individuals shown in Exhibit A who filed nomination paperwork in each district, fully vested with the powers and duties of the offices as if elected, and any remaining seats are deemed vacant and shall be filled as otherwise provided by law.  Terms are effective January 1, 2019, or as may be otherwise provided by law. 6.   Public Health Services District: Authorize the District Director to sign Contract No. ADHS19-206553 for Women, Infants, and Children (WIC), Breastfeeding Peer Counseling Services (BFPC) and Farmer's Market Nutrition Program (FMNP) Services. Approved as presented
 
7.   Arizona@Work-Yuma County:  a) Authorize the Chairman to sign Intergovernmental Agreement Contract Amendment No. 10 to Contract No. DI16-002113 between Yuma County and the Arizona Department of Economic Security, and; b) Adopt Budget Amendment Resolution No. 19-23, increasing budget authority to the awarded contract amount of $33,768 in the Workforce Innovation and Opportunity Act (WIOA) funds. Approved as presented
 
8.   Free Library District: Authorize the Director of the Yuma County Free Library District (YCFLD) to enter into an Intergovernmental Agreement (IGA) between the Arizona Historical Society (AHS) and Yuma County, for and on behalf of the Yuma County Free Library District, to transfer ownership of the AHS - Yuma collections currently housed in the Heritage Branch Library to the YCFLD. Approved as presented
 
9.   Development Services/Engineering: Adopt Budget Amendment Resolution No. 19-24, increasing budget authority for CIP No. 1.1004: Foothills Boulevard and 48th Street Traffic Signal in the amount of $275,000 from Engineering/HURF Contingency to Traffic Signals. Approved as presented
 
10.   County Attorney: a) Authorize the Chairman to sign the Fiscal Year 2018-19 Crime Victim Compensation Program Grant Agreement ACJC No. VC-19-063 between the Arizona Criminal Justice Commission (ACJC) and Yuma County in the amount of $184,700, and; b) Adopt Budget Amendment Resolution No. 19-21, decreasing budget authority by $15,920. Approved as presented
 
11.   Human Resources: Approve the utilization of the Cooperative Purchasing Contract with the City of Chandler RFP No. HR5-948-3502, Group No. 28339 as allowed by the cooperative agreement for improved medical administration services and authorize the Human Resources Director to sign all necessary documentation relating to the cooperative purchasing contract. Approved as presented
 
12.   Sheriff's Office: Authorize the Sheriff to sign a Memorandum of Understanding (MOU) with the City of Yuma regarding the 2018 Byrne Justice Assistance Grant (JAG) Program Award for the Yuma Regional Communications Systems (YRCS). Approved as presented
 
13.   Sheriff's Office: Accept the award from the High Intensity Drug Trafficking Area (HIDTA) Grant Award in the amount of $48,962 and authorize the Chairman to sign the grant agreement. Approved as presented
 
DISCUSSION AND ACTION ITEMS: The Board will open each of the following items separately for discussion and action, as appropriate.
 
1.   Public Works: Pursuant to Arizona Revised Statute §11-936: a) Conduct a public hearing to receive public comment regarding Resolution No. 2018-35, describing the powers and duties of the Parks and Recreation Advisory Commission, rescinding Resolution No. 97-78, Paragraph 7, Section P&R3, and rescinding Resolution No. 98-61 in its entirety, and; b) Discussion and possible action to adopt and authorize the Chairman to sign Resolution No. 2018-35, formally adopting the powers and duties of the Parks and Recreation Advisory Commission and rescinding Resolution No. 97-78, Paragraph 7, Section P&R3, and rescinding Resolution No. 98-61 in its entirety. No action - scheduled/future action
 
2.   Development Services: Discussion and possible action concerning submitting an application for a grant for a Joint Land Use Study (JLUS) for the Yuma Proving Ground.  Approved as presented
 
3.   Human Resources: Hear a presentation from Segal Consulting on the dependent employer (ER) medical plan contribution and dependent employee (EE) medical plan contribution for future plan years and provide direction to staff. Other (See minutes)
 
EVENTS CALENDAR/CURRENT EVENTS:
 
1.   Board members and County Administrator will report on and may discuss events attended or to be attended on behalf of the County, may present a brief summary of current events and may update the schedule for future Board of Supervisors meetings, as appropriate. No legal action will be taken, pursuant to A.R.S. §38-431.02(K). No Action
