REVISIONS TO AMENDMENT NO. 3, SERVICE AND MAINTENANCE AGREEMENT C-4543 WITH INFOR PUBLIC SECTOR, INC., PROVIDER OF THE CITY'S HANSEN SOFTWARE

Purpose and Recommended Action
This is a request for City Council to approve revisions requested by the Vendor, Infor Public Sector, Inc., to the recently approved Agreement for Service and Maintenance Contract C-4543. Infor Public Sector maintains the city's Hansen software. The recently approved amendment extends the Agreement from 12/01/2020 to 11/30/2021, for an amount not to exceed $57,429.
Background
On May 28, 2002, Council approved an agreement with Hansen Information Technologies, Inc. as the new development tracking system for the city. Hansen is currently used for permits and code compliance. Hansen has since changed its name to Infor Public Sector, Inc., but is still the copyright owner of the Hansen software and is the only vendor that has the unrestricted ability to access and modify these software products to provide fixes, updates, and upgrades. Currently, the city is in the process of implementing a project to replace a portion of the Hansen software with SmartGov.
Analysis
City departments use the Hansen software daily to issue permits, manage assets, and track code compliance cases. Annual software maintenance is needed to ensure the software runs smoothly for at least another year until new software systems can be purchased and implemented.
Previous Related Council Action
On December 8, 2020, Council approved this renewal under Amendment No. 3 in an amount not to exceed $57,429; however, the vendor has requested minor changes to this Amendment.
On November 12, 2019, Council approved a one-year maintenance renewal under Amendment No. 2 in the amount of $93,521.13.
On October 23, 2018, Council approved a one-year maintenance renewal under Amendment No. 1 in the amount of
$128,000.
Community Benefit/Public Involvement
Hansen is a business management software suite used by Building Safety and Code Compliance. Building Safety and Code Compliance use Hansen for permit application, permit management, permit review, and case management.
