SUBJECT:
Request authorization to purchase four (4) 2023 Peterbilt 520 Chassis with Spartan 300 Automated Side Load Bodies.
RECOMMENDATION:

Staff recommends the Mayor and City Council authorize the City Manager to execute a purchase agreement with Rush Truck Centers of Arizona, Inc. in an amount not to exceed $1,256,157 for the purchase of four (4) 2023 Peterbilt 520 Chassis with Spartan 300 Automated Side Load bodies for use in the City’s sanitation operations.
DISCUSSION:
These chassis and ASL refuse bodies, if approved, will be replacing units #5104, #5105, #5106, and #5107. One of these units is a 2012 model and the remaining three are 2013 models, the units are American LaFrance Condor chassis with Scorpion automated side load body. Each vehicle had an initial life expectancy of seven years. The American LaFrance vehicle manufacturer ceased operations in 2014 and replacement parts have become extinct. Due to the age and extreme use of these units, they are experiencing regular breakdowns, which are causing extended periods of downtime. The vehicles were recently assessed by the Fleet Division and determined to have reached their economic useful life and qualify for replacement.   
 
Staff is requesting authorization to purchase four (4) 2023 Peterbilt Chassis with Spartan 300 Automated Side Load Bodies from Rush Truck Centers of Arizona, Inc. using the Arizona State Contract #CTR041812. Purchasing from the State Contract financially benefits the City based on the competitive pricing offered at 23% off the manufacturer’s suggested retail price.
 
The Peterbilt chassis and Spartan 300 packer body were selected based on demonstrated equipment productivity, driver satisfaction, and fleet uniformity. Spartan Truck Company Inc. will be responsible for installing the ASL bodies on the chassis. Both Rush Truck Center of Arizona, Inc. and Spartan Truck Company, Inc. are local vendors located in Phoenix and Casa Grande.
