Approve a Supplemental Budget Appropriation for Secondary Firewall Licensing and Maintenance

West-Comm utilizes a network security firewall called Palo Alto. The firewall provides protection against cyber attacks, shielding the network from malicious and unnecessary network traffic and software. Our current firewall was purchased in late 2016 during the implementation of the new Computer Aided Dispatch/Records Management System (CAD/RMS). In order to provide an extra layer of security, redundancy, and fail over, a second firewall is recommended by West-Comm's information technology consultant. A secondary firewall will allow the critical systems within CAD/RMS to stay functional for all member cities during routine maintenance and upgrades. It will also provide additional security to prevent cyber attacks including malware, which numerous local law enforcement agencies have recently experienced.
When running a dual firewall, each firewall must be the same make and model, and since the existing firewall was purchased four years ago the current model is no longer manufactured. Instead, West-Comm can purchase a used firewall at a significantly lower cost of $500, instead of purchasing two brand-new ones. Both firewalls are expected to remain in good operating condition and serve the needs of West-Comm for at least the next three years. In addition to the purchase of the second firewall, additional annual maintenance and licensing of $7,600 will be incurred for the three-year term of the agreement. Sufficient amounts are available in the FY 2020-21 budget for the cost of the secondary firewall, but not for the associated maintenance and licensing.
Prior year budget savings are available in West-Comm's unassigned fund balance to provide for the $7,600 for the first year of the maintenance and licensing agreement. Future budgets will incorporate the $7,600 annual maintenance costs for the remaining two years of the agreement.
It is recommended the Board of Directors approve a supplemental budget appropriation of $7,600 for licensing and maintenance on a secondary firewall.
