The amendment that extends the term of the contract to May 18, 2026 will allow Mark Thomas & Company, Inc. to stake proposed right of way for appraisals, preparation of right of way acquisition maps, legal descriptions and plats for right of way acquisition, and a record of survey of acquired right of way for the County Road (CR) 98 Bike and Safety Improvement Project, Phase II.
BACKGROUND
The CR 98, Phase II project will extend the improvements completed in 2014 between Woodland and CR 29 southward to the Solano County line. The project has received federal transportation funding for preliminary engineering and project development, and for right of way acquisition through the Sacramento Area Council of Governments (SACOG) in the amounts of $1,593,400 and $4,179,375, respectively. On May 19, 2015 the Board of Supervisors approved an agreement with Mark Thomas & Company, Inc. for survey services to help with the right of way acquisition for CR 98 Bike and Safety Improvement Project, Phase II however the work hasn’t been completed.
The project schedule initially had the right-of-way phase being completed in 2022 however delays due to design changes and environmental permitting guidelines have prevented the project from proceeding to the right of way acquisition phase. Approval of the amendment to the current agreement will provide enough time to complete the current project phase and complete all project right of way acquisition needs. The scope of work in the agreement that is still to be completed includes: preparation of right of way acquisition maps and legal descriptions; staking of proposed rights of way for appraisal, utility relocation and right of way clearing, preconstruction surveys of previously farmed areas, and construction surveying. Staff anticipates right of way acquisition work to begin July 2022.
County staff is satisfied with the contractor’s performance to date and has no concerns with the Contractor’s continued work per the recommended amendment.
