Ratify agreements with Yolo County Children's Alliance for a contract maximum not to exceed $100,000 and Yolo Wayfarer Center dba Fourth and Hope for a contract maximum not to exceed $53,539 to provide homeless services and emergency shelter services through the Community Services Block Grant from January 1, 2022 through December 31, 2022. (No general fund impact) (Larsen)
Recommended Action
  1. Ratify the following agreements which provide homeless services and emergency shelter services through the Community Services Block Grant (CSBG) calendar year (CY) 2022:
  1. Agreement with Yolo County Children’s Alliance (YCCA) to provide Homeless Services for the period of January 1, 2022 through December 31, 2022 with a contract maximum not to exceed $100,000.
  2. Agreement with Yolo Wayfarer Center dba Fourth and Hope to provide Emergency Shelter Services for the period of January 1, 2022 through December 31, 2022 with a contract maximum not to exceed $53,539.
  1. Delegate authority to the Director of the Yolo County Health and Human Services Agency or her/his designee to 1) exercise up to one (1) twelve (12) month optional extension for CY2023 for a total of $153,539 per year ($53.539/year for Yolo Wayfarer Center and $100,000/year for YCCA) and 2) issue related optional monthly notices; and
     
  2. Authorize the Yolo County Procurement Manager to execute any future amendments to the resulting provider agreements including financial amendments in an amount not to exceed $200,000 per agreement which may include additional CSBG and/or Discretionary funding.

Reason for Recommended Action/Background
The Community Services Block Grant (CSBG) is funding administered by the federal government that is dedicated to assisting local communities combat poverty. Yolo County received $302,667 in CSBG funding for calendar year 2022. In order to receive the funds, a key stipulation is that local service areas must conduct a biennial needs assessment and develop an accompanying action plan for how the community will use the funds to better serve low-income individuals and families.

The Yolo County Board of Supervisors is the Governing Board for local CSBG funding. However, as required by federal statues, the Board of Supervisors has appointed a 15-member advisory body called the Yolo County Community Services Action Board (CSAB) to assist with administering these funds. The CSAB works with staff in the Health and Human Services Agency to oversee the bi-annual needs assessment and develop a recommended version of the Community Action Plan, which comes to the Board of Supervisors for final approval.

The Community Services Block Grant assists the County to fulfill its obligation to address and operate community-based programs designed to reduce poverty, revitalize low-income communities, and empower low-income families and individuals within Yolo County’s service area to achieve greater self-sufficiency by implementing priorities identified in the County’s Community Services Block Grant- Community Action Plan. These service areas are listed in order of priority as identified by a community needs assessment, therefore the County anticipates allocating the largest portion of the budget toward housing and homeless services
  1. Housing and Homeless Services— finding and keeping safe, decent and affordable housing. According to the results of the needs assessment, priorities within the housing and homeless services category include housing navigation assistance, eviction prevention assistance such as help paying rent and/or utilities, supportive services to assist persons maintain their permanent housing, and transitional/bridge housing.
  2. Employment Assistance— assisting with employer engagement and recruitment, providing job placement assistance and skills training.
  3. Emergency Assistance— meeting the immediate needs of food, shelter, clothing and protection from violence. Priorities within this category include emergency shelter beds for persons and families experiencing homelessness, meals for food insecure persons and families, as well as safety from crime and domestic violence.
  4. Education – priorities within this category include providing adult education programs, English as second language classes, life skills training, literacy classes, career/technical education assistance, K-12 retention and persistence services, and access to higher education (i.e. community college, 4-year college)
Performance measures are included in the initial Agreements.

County Counsel has approved each Agreement as to form.
Competitive Bid Process
On September 22, 2021, Yolo County Health and Human Services Agency (HHSA) issued a Request for Proposals (RFP) from qualified community-based organizations to provide Community Services Block Grant (CSBG) Services to low-income Residents. A Pre-Proposal conference was held on October 1, 2021, and the RFP was open for 37 days. HHSA received two proposal(s) from this solicitation.  The proposals submitted by Yolo Wayfarer Center dba Fourth and Hope and Yolo County Children’s Alliance were evaluated and determined to meet all the required qualifications necessary to successfully provide these services.

No general funds are required by this action.  These services will be funded by CSBG. The amount of $153,539 is included in the HHSA adopted budget for Fiscal Year 2021-22 and will be included in HHSA proposed budget for Fiscal Year 2022-23.
