Adopt a resolution authorizing execution of the Workforce Innovation and Opportunity Act (WIOA) Services agreement with the Sacramento Employment and Training Agency (SETA) and accept funds in the amount of $829,495 for the period of September 24, 2021, through September 23, 2023, for the operation of a National Dislocated Worker program to provide services for 50 Dislocated Workers impacted as a result of the COVID-19 pandemic. Recommended Action
Adopt a resolution authorizing execution of the Workforce Innovation and Opportunity Act (WIOA) Services agreement with the Sacramento Employment and Training Agency (SETA) and accept funds in the amount of $829,495 for the period of September 24, 2021, through September 23, 2023, for the operation of a National Dislocated Worker program to provide services for 50 Dislocated Workers impacted as a result of the COVID-19 pandemic.

Reason for Recommended Action/Background
The Capitol Region group is a coalition of local workforce development boards of which Yolo County is a member. Sacramento Employment and Training Agency (SETA) is also a member and serves as the lead agency for the Capital Region’s National Dislocated Worker Grant (NDWG) Project. The project takes ideas from across the region and applies for California WIOA grant funds to launch them. 
 
The Capital Region’s WIOA CAREER NDWG Project awarded Yolo County $829,495 to provide services for 50 Dislocated Workers impacted by the COVID-19 pandemic for the period of September 24, 2021, through September 23, 2023. This funding will enable successful applicants to address ongoing or emerging workforce and economic challenges by providing training and career services to dislocated workers seeking reentry into the workforce and increasing their skill levels to become competitive for growing or high-demand employment opportunities.

County Counsel has approved this Agreement as to form.

The Yolo County Workforce Innovation Board (WIB) through Health and Human Services Agency representatives collaborated with representatives of Sacramento Works, Inc.; Golden Sierra Workforce Board; and Northern Central Counties Consortium Board to coordinate the implementation of the NDWG Project.
