CALL TO THE PUBLIC: Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date.
 
PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. No legal actions will be taken.

CONSENT CALENDAR:  The following items listed under the Consent Agenda will be considered as a group and acted upon by one motion with no separate discussion, unless a Board Member so requests. In that event, the item will be removed from the Consent Calendar for separate discussion and action.

5.   County Administrator/Emergency Management: Adopt the Yuma County Multi-Jurisdictional Hazard Mitigation Plan dated March 2019. Click to View No Action
 
6.   Finance: Appoint Mr. Gilberto Villegas, Jr. as Yuma County's Chief Financial Officer for the purpose of preparing the Annual Expenditure Limitation Report for the fiscal years ending June 30, 2019 and June 30, 2020, as required by Arizona Revised Statute 41-1279.07(E). 7.   Human Resources: Approve the addition and implementation of the SaveonSP Program to the Yuma County Employee Benefit Trust Prescription Benefit, administered through Express Scripts, effective October 1, 2019; and authorize the Human Resources Director to sign all necessary documentation. DISCUSSION AND ACTION ITEMS: The Board will open each of the following items separately for discussion and action, as appropriate.
 
1.   County Administration: Approve and authorize the Chairman to sign an Agreement between the Yuma County Board of Supervisors and Yuma Regional Medical Center for medical examiner services in the amount of $236,708 for the period of July 1, 2019 through June 30, 2020, with options for annual extensions up to five years total.  Click to View Approved as presented
 
2.   County Administrator/All Special Taxing Districts: Actions regarding the Yuma County Annual Budget for Fiscal Year 2019-20 as follows:

a) Conduct a combined public hearing on the Fiscal Year 2019-20 Annual Budget and the Truth and Taxation (primary & secondary property tax levies);

b) Adopt Resolution No. 2019-24,  a joint resolution of the County, the Yuma County Flood Control District, Public Health District, Jail District, Library District and all Improvement and Special Districts, adopting the Yuma County Budget for Fiscal Year 2019-20; and

c) Adopt Resolution No. 2019-25, a joint resolution of the County, the Yuma County Flood Control District, Public Health District, Jail District, and Library District, adjusting Employee Compensation and Program Funding.

3.   County Administration: Discussion and possible action regarding the following legislative items: a) A report to the Board of Supervisors regarding proposed bills in the Arizona State Legislature with impact to Yuma County, and; b) Update regarding strategies relating to federal legislative priorities. 1.   Development Services/Planning & Zoning Division: Adrian Vega of Dahl Robins and Associates, representing KDC of Yuma, LLC, requests modifications from the Yuma County Subdivision Regulations, Sections 4.15(C), 4.15(D), and 4.22(C) for the proposed Purple Mountain Ranch subdivision, Assessor’s Parcel No. 701-18-195, zoned Low Density Residential-20,000 square feet minimum (R-1-20), located on the northeast corner of Camino del Sol and Calle Ventana, Yuma, Arizona.
