CALL TO THE PUBLIC: Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date.
 
PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. 5.   County Administration: Action to distribute $11,818.59 in community program funding from the Quechan Indian Tribe Fort Yuma as $5,909.29 to The Salvation Army Yuma and $5,909.30 to the American Red Cross Southern Arizona Chapter (Yuma Territory). Click to View Approved as presented
 
6.   County Administration:  Appoint and authorize the hiring of Chris R. Young as the County Engineer, Position No. 400.001, Grade 151, Step 20, with an annual salary of $132,662.40, $63.78 hourly rate (above midpoint), effective June 24, 2019. Click to View Approved as presented

10.   Superior Court/Juvenile Court:  Adopt Resolution No. 2019-16, approving Juvenile Court participation in the Family Counseling Program; effective July 1, 2019 through June 30, 2020. Click to View Approved as presented
 
11.   Public Health Services District: Adopt Budget Amendment Resolution No. 19-107 transferring budget authority of $40,000 from Personnel Services to Supplies and Services within the Health District Fund to cover the increased demand in vaccinations. Click to View Approved as presented
 
DISCUSSION AND ACTION ITEMS: The Board will open each of the following items separately for discussion and action, as appropriate.
 
1.   Public Health Services District:  a) Accept Yuma County "Get Fit. Don’t Quit!" County of the Year Spotlight Award, which recognizes outstanding commitment to community health and wellness, and;  b) Adopt Budget Amendment Resolution No. 19-105, increasing budget authority by $10,000 for the "Get Fit. 2.   Development Services/Planning Division: Discussion and possible action concerning lot combinations/lot ties, and consider moving forward to initiate a text amendment to the Yuma County Subdivision Regulations and amending the Fee Schedule to adopt a fee for processing a Lot Tie Map. 3.   County Administrator:  Adopt Resolution No. 2019-17, a resolution of the Yuma County Board of Supervisors urging the federal government to provide federal funding for transboundary sewage infrastructure along the U.S./Mexico border and calling upon the National Association of Counties (NACo) to lead in that effort. 4.   County Administrator:  Approve policy resolutions to be considered for adoption at the National Association of Counties Conference on July 12, 2019 regarding the following topics:  a) Reforms to the U.S. Department of Labor H-2A Farm Worker Program; b) Re-introduction of the Crime Victim Restitution and Court Fee Intercept Act, and; c) Full funding of the Violent Crime Control and Law Enforcement Act of 1994 (P.L. 103-322). 1.   County Administrator/All Special Taxing Districts: Discussion and action on the Yuma County Fiscal Year  2019-2020 Tentative Budget as follows: a) Provide direction to staff regarding revision(s) to the 2019-2020 Recommended Budget subsequent to department budget hearings; b) Adopt the Tentative Budget for Fiscal Year  2019-2020; and c) Set the date and time for a combined public hearing on the  2019-2020 Tentative Budget and Truth-in-Taxation (property tax levy), as Monday, July 1, 2019 at 9:00 a.m. Click to View Other (See minutes)

EXPEDITED REZONING and PUBLIC HEARINGS:  These items will be opened as a group for public hearings and acted upon by one motion to adopt the recommendation of the Planning & Zoning Commission, except for any item that is removed by a Board member for separate consideration. That item will be discussed and acted upon separately following action on expedited items.
