CALL TO THE PUBLIC: Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date.
 
PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. CONSENT CALENDAR:  The following items listed under the Consent Agenda will be considered as a group and acted upon by one motion with no separate discussion, unless a Board Member so requests. In that event, the item will be removed from the Consent Calendar for separate discussion and action.

4.   County Administrator/Emergency Management: Authorize the Chairman to sign the Subgrantee Agreement No. 190406-01 between Yuma County Emergency Management and the State of Arizona Department of Homeland Security for the State Homeland Security Grant Program (SHSGP), for CERT Program training. 5.   Arizona@Work-Yuma County:  a) Authorize the Chairman to sign Intergovernmental Agreement Contract Amendment No. 2 to Contract DI19-002210 between Yuma County and the Arizona Department of Economic Security, and; b) Adopt Budget Amendment Resolution No. 20-21 increasing budget authority to the awarded contract amount by $21,660 in Workforce Innovation and Opportunity Act (WIOA) funds.  Click to View Approved as presented

Facilities Management: a) Award the contract to DPE Construction, Inc. in the amount of $119,650 to repave the parking lot (CIP No. 2.1806) east of the County Administration Annex and authorize the Facilities Management Director to enter into the contract, and; b) Adopt Budget Amendment Resolution No. 20-25 transferring $45,000 from CIP No. 2.1903 (Parking Lot Lighting Upgrade) to CIP No. 2.1806 (Miscellaneous Parking Lot Improvements).

8.   Recorder: Adopt Budget Resolution No. 20-26 increasing budget authority in the Recorder's Fund Data Processing/Comp Equip Repair & Maintenance in the amount of $10,029 and reducing Recorder's Fund contingency by $10,029 for the purpose of modifying system configuration of the Relia-Vote Solution (early ballot inserting equipment) to meet Windows 10 upgrade requirements.  Click to View Approved as presented

10.   Public Health Services District:  Authorize the District Director to sign the License Agreement between the Yuma County Public Health Services District (YCPHSD) and the Self-Management Resource Center (SMRC) granting YCPHSD a Licensee to provide SMRC evidence-based programs for chronic conditions effective June 1, 2019 through June 1, 2022. 11.   Public Health Services District:  a) Adopt Budget Amendment Resolution No. 20-22 increasing budget authority by $75,000 for the Mobilize AZ Grant and; b) Authorize District Director to sign the Mobilize AZ Grant Agreement between Yuma County Public Health Services District and Blue Cross Blue Shield of Arizona, to support the implementation of the National Diabetes Prevention Program. 1.   County Administration:  Authorize the County Administrator to expend up to $24,260 from Non-Departmental: Other Purchased Services for fifty percent (50%) of the cost of a topographic survey of the Yuma County Fairgrounds, in partnership with the City of Yuma, to assist with temporary Midway relocation efforts. Board members and County Administrator will report on and may discuss events attended or to be attended on behalf of the County, may present a brief summary of current events and may update the schedule for future Board of Supervisors meetings, as appropriate.
