CALL TO THE PUBLIC: Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date.

2.   Finance: a) Approve the Accounts Payable Demands disbursed in the amount of $3,137,220.20 and Payroll in the amount of $1,629,433.68 during the period of August 21, 2019 through September 12, 2019. (A detailed listing is available for review in the Office of the Clerk of the Board of Supervisors.) b) Approve the reissuance of stale dated warrant in the amount of $148.90 payable to Victoria Tapia Harris. 6.   Arizona@Work: The Yuma County Administrator is requesting that the Yuma County Board of Supervisors appoint Delbert Hawk as a Workforce member to serve on the Yuma County Workforce Development Board for a term that will expire on June 13, 2022. Click to View Approved as presented
 
7.   Public Health Services District: Authorize the District Director to accept awarded contract for CTR046269 High Risk Perinatal Program (HRPP), between the Arizona Department of Health Services and Yuma County Public Health Services District. Click to View Approved as presented
 
8.   Sheriff's Office: Authorize the Sheriff to purchase thirteen (13) new trucks from Bill Alexander Ford in Yuma, Arizona, in an amount not to exceed $464,076.08 including taxes and fees. Click to View Approved as presented
 
9.   Sheriff's Office: a) Authorize the Sheriff to declare vehicles as surplus and authorize the items to be publicly auctioned online beginning October 21, 2019, and; b) Authorize the disposal of any items that are not sold at auction pursuant to the Yuma County Purchasing Policy. 10.   Public Works/Engineering: a) Authorize the Department of Public Works to piggyback the City of Goodyear's Contract No. CON-16-3432 with IMS Infrastructure Management Services, LLC for Engineering-Pavement Inventory Data Collection in an amount not to exceed $120,000, and; b) Authorize the Public Works Director to execute all contract documentation, contingent upon review by legal counsel. 11.   Public Works: a) Authorize the Public Works Director to purchase one (1) new Freightliner rear loader compactor trash truck from Freightliner of Arizona, LLC, utilizing the AZ State Contract #CTR041810 in an amount not to exceed $138,000, and; b) Authorize the Public Works Director to execute all contract documentation, contingent upon review by legal counsel. 12.   Engineering: Adopt Resolution No. 2019-31, abandoning a portion of Avenue 4-1/4 E between Verbena Street and County 15-1/4 Street, in the Southwest quarter of the Southwest quarter of the Northeast quarter of Section 31, Township 9 South, and Range 22 West, and authorize the Chairman to sign said Resolution. 13.   Engineering: Authorize publication of the Notice of Intent to Grant a Franchise and License to Fisher's Landing Water and Sewer Works LLC, to operate and maintain sewer pipelines within Yuma County or public right-of-way, and set the date for consideration of action to grant the license as November 4, 2019. 14.   Engineering: Authorize publication of the Notice of Intent to Grant a Franchise and License to Fisher's Landing Water and Sewer Works LLC, to provide water across Yuma County and public rights-of-way, and set the date for consideration of action to grant the license as November 4, 2019. 15.   Finance: Adopt Resolution No. 2019-32, updating: a) the Yuma County Comprehensive Purchasing Policy's Exhibit "A" of the County's list of approved Yuma County State or Similar Contractors by the addition of U.S. General Services Administration Schedule 84 as an approved resource for the acquisition of Security, Fire, and Law Enforcement services and equipment, and b) miscellaneous technical corrections to certain paragraphs as described on the attached red-lined document. 1.   Development Services/Planning & Zoning DivisionRezoning Case No. 19-06:  Craig Colvin, agent for Dane & Danelle Palmer, requests the rezoning of a parcel 5.0 gross acres in size from Suburban Site Built-5 acre minimum (SSB-5) to Suburban Site Built-2 acre minimum (SSB-2), Assessor's Parcel No. 724-18-004, located at 12568 South Avenue 4½E, Yuma, Arizona; located in the 65-69 dB and 70-74 dB noise zones. REZONING -- REVERSION HEARINGS: In accordance with Section 404.01(I)(7) of the Yuma County Zoning Ordinance, the Board will conduct a hearing to grant an extension of time to comply with the Schedule for Development, determine compliance with the Schedule for Development, or cause the property to revert to its former zoning classification in the following cases:
 
1.   Development Services/Planning & Zoning Division: Rezoning Case No. 11-07: In accordance with the Yuma County Zoning Ordinance, Section 404.01(I)(7), action to grant an extension of time to comply with the Schedule for Development, determine compliance with the Schedule for Development, or cause the property to revert to its former Local Commercial (C-1) zoning classification, Assessor's Parcel No. 664-01-148, located at 3647 West 8th Street, Yuma, Arizona. Board members and County Administrator will report on and may discuss events attended or to be attended on behalf of the County, may present a brief summary of current events and may update the schedule for future Board of Supervisors meetings, as appropriate.
