CALL TO THE PUBLIC: Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date.
 
PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. No legal actions will be taken.

CONSENT CALENDAR:  The following items listed under the Consent Agenda will be considered as a group and acted upon by one motion with no separate discussion, unless a Board Member so requests. In that event, the item will be removed from the Consent Calendar for separate discussion and action.

4.   Clerk of the Board: Recommend State approval of the following Temporary Extension of Premises/Patio Permit applications submitted by Camila Alarcon, dba Cactus Ranch Grill for events to be held at Fortuna de Oro RV Resort, located at 13650 N. Frontage Road, Yuma, Arizona, 85367, State License No. 07143503, on the following dates: February 1, 2020; February 5, 2020; February 8, 2020; February 15, 2020; February 20, 2020; February 22, 2020; February 29, 2020; March 7, 2020; and March 20, 2020. 7.   Public Health Services District: a) Authorize the District Director to accept the award for the Community Cat (Free Roaming/Feral Cats) Spay/Neuter program issued by the Arizona Companion Animal Spay/Neuter Committee and; b) Adopt Budget Amendment Resolution No. 20-48 increasing budget authority by $7,500. 8.   Public Health Services District: a) Authorize the District Director to accept the award for the Public Spay/Neuter Program for Dogs and Domesticated Cats issued by the Arizona Companion Animal Spay/Neuter Committee and; b) Adopt Budget Amendment Resolution No. 20-50 increasing budget authority by $7,500. 11.   Engineering: Approve the following on the Avenue B from County 16th Street to County 18th Street Intersection Improvement Project, CIP No. 1.0702: a) An intergovernmental agreement (IGA) with the City of Somerton covering the construction, maintenance and financing for a portion of this project; and b) The construction plans and authorize the Department of Engineering to advertise for bids. 2.   County Administration: Discussion and possible action regarding the following legislative items: a) A report to the Board of Supervisors regarding proposed bills in the Arizona State Legislature with impact to Yuma County; b) Update regarding strategies relating to federal legislative priorities, and; c) Authorize the Chairman to sign a letter of opposition to House Bill 2030, amending Sections 28-369, 28-4846, 41-1711 41-1742, Arizona Revised Statutes, which proposes to transfer jurisdiction over the ports of entry from the Arizona Department of Transportation to the Arizona Department of Public Safety. Recorder/Elections: Action to: a) Require the County Recorder or other officer in charge of elections to calculate voter turnout for City of Yuma elections as prescribed by A.R.S. § 16-204.01, and present said calculations to the Board (A.R.S. § 16-205 (E.), and; b) Having received the voter turn-out for said elections, the Board will determine whether the City of Yuma is required, pursuant to A.R.S. §16-204.01, to consolidate its election dates effective for the 2022 election cycle.

REZONING -- REVERSION HEARINGS: In accordance with Section 404.01(I)(7) of the Yuma County Zoning Ordinance, the Board will conduct a hearing to grant an extension of time to comply with the Schedule for Development, determine compliance with the Schedule for Development, or cause the property to revert to its former zoning classification in the following cases:

EVENTS CALENDAR/CURRENT EVENTS:
 
1.   Board members and County Administrator will report on and may discuss events attended or to be attended on behalf of the County, may present a brief summary of current events and may update the schedule for future Board of Supervisors meetings, as appropriate.
