EXECUTIVE SESSION ITEMS:
 
1.   County Attorney: Board of Supervisors discussion or consultation with the County Attorney for legal advice in order to consider its position and instruct its attorneys regarding pending litigation in the case of Yuma County v. Purdue Pharma, L.P., et al., U.S. District Court for the Northern District of Ohio, Case No. 1:19-op-45575. Action to authorize an Executive Session of the Board of Supervisors pursuant to Arizona Revised Statute §38-431.03.

Call to the Public is held for public benefit to allow individuals to address issue(s) within the Board's jurisdiction. Board members may not discuss items that are not specifically identified on the agenda. Therefore, pursuant to Arizona Revised Statute §38-431.01(H), action taken as a result of public comment will be limited to directing staff to study the matter, responding to criticism, or scheduling the matter for further discussion and decision at a future date.

•Anyone who is concerned about COVID-19 and does not want to be put into an open setting can submit an email “Call to the Public” statement at: publiccomment@yumacountyaz.gov  These email forms of Public Comment will be accepted until 8:00 a.m. the morning of the meeting. All public comments will be read aloud during the Yuma County Board of Supervisors meeting that starts at 9:00 a.m. 
 
PRESENTATIONS, PROCLAMATIONS & APPOINTMENTS: Note: During this segment of the agenda, board members may discuss the presentations and proclamations, and may announce appointments to the Yuma County Planning and Zoning Commission and the Yuma County Board of Adjustment. No legal actions will be taken.

6.   AZ@Work: The Yuma County Administrator is requesting that the Yuma County Board of Supervisors appoint Miguel Ramos to represent the Governmental, Economic & Community Development sector on the Yuma County Local Workforce Development Board for a term that will expire on June 30, 2023, replacing Valentin Castillas. 13.   Free Library District: Authorize the Chairman of the Yuma County Free Library District (YCFLD) to sign an Intergovernmental Agreement between the Library District and Mohawk Valley School District (MVSD), Roll, Arizona, to continue operating the Roll Branch Library within Mohawk Valley School's Media Center, for a term of five (5) fiscal years effective July 1, 2020 through June 30, 2025. 14.   Free Library District: Authorize the Director of the Yuma County Free Library District to enter into a Memorandum of Understanding between the Yuma County Free Library District and Friends of Yuma County Libraries, Inc., allowing for the operation of book stores in the public areas of the Main Library, San Luis Branch Library, and Somerton Branch Library, and housing a retail sales cart in the public area and the use of a storage room in the basement area of the Heritage Branch Library; effective July 1, 2020 through June 30, 2021, with automatic renewals for up to nine (9) years with subsequent yearly payment(s). 1.   Development Services/Planning & Zoning Division: Southern Skies subdivision - Modifications of Subdivision Regulations: Jacobson Companies, Inc. requests five modifications from the Yuma County Subdivision Regulations for the proposed Southern Skies Subdivision consisting of 308 residential lots on 69.86 acres zoned Recreational Vehicle Subdivision (RVS), Assessor’s Parcel Nos. 198-17-009 and -010, located east of Fortuna Road and south of 40th Street, Yuma Arizona. 2.   Public Works: As the Board of Supervisors: a) Accept the Petition to form a County Improvement District for Purple Mountain Ranch Subdivision for landscape maintenance, pursuant to A.R.S. §48-901 et seq; b) In accordance with A.R.S. §48-905, declare the Purple Mountain Ranch Improvement District formed, to be known as the Yuma County Improvement District (Purple Mountain Ranch) Improvement District No. 2019-03, and authorize the Chairman to sign the Order of Establishment of the district; c) Accept the Petition to Incur Expense providing for maintenance of district improvements; d) Establish a new fund number for future budgetary needs; and, e) Authorize and direct staff to negotiate and contract with a landscape contractor for future landscape maintenance within the district. 3.   Public Works: As the Board of Supervisors: a) Accept the petition to form a street lighting district within Purple Mountain Ranch subdivision, to be known as the Purple Mountain Ranch Street Lighting District No. 2019-02 pursuant to ARS §48-960, et seq; b) Authorize the Chairman to sign the formal Order of Establishment for Purple Mountain Ranch Street Lighting District; c) Establish a fund number for the lighting district for future budgetary needs; d) Direct staff to negotiate and contract with Arizona Public Service (APS) for the street lighting within the proposed district; and, e) Authorize the Chairman to sign the APS Lighting Contract upon receipt and review by legal counsel.
