1. REQUESTED BOARD ACTION:
Development Services/Planning & Zoning Division:  a) Accept the Department of Defense, Office of Economic Adjustment Award EN875-19-02; b) Adopt Budget Amendment Resolution No. 20-18 recognizing award revenue and transferring $30,610 from DDS Personnel for the required non-federal match; c) and authorize the Department of Development Services to advertise the request for proposals (RFP) for the Yuma Proving Ground Joint Land Use Study (YPG JLUS).
2. SUMMARY:

The Board of Supervisors authorized staff to submit an application for an Economic Adjustment grant to study joint land use near Yuma Proving Ground.  The application was made and on May 30, 2019, the Department of Defense, Office of Economic Adjustment, approved an award for the Yuma Proving Ground Joint Land Use Study.  Craig Sellers signed the grant award on June 4, 2019 so the federal funds would be obligated. The grant provides $252,600 of federal funds and requires $30,610 non-federal match which can include funding or staff hours and related expenses.  The grant period is from May 1, 2019 through October 31, 2020.   A copy of the Notice of Award is attached.

The Department of the Army nominated the Yuma Test Center at the Yuma Proving Ground (YPG) for a Joint Land Use Study (JLUS).  The reason for the nomination by the Army is the following:  The Yuma Test Center conducts a significant amount of test operations for a variety of technologies. These tests involve extensive use of the radio frequency spectrum. This usage is vulnerable to civilian radio frequency infrastructure development. Local developers have discussed a desire to build power lines in the vicinity of the Yuma Test Center, which would cause a significant increase in electromagnetic signals and reduce the ability to effectively test. Additionally, off-post solar power projects and other infrastructure that have reflective materials can create additional hazards for test pilots and aircrews. Further, the weapons systems, ammunition, vehicles and demolitions tested can create safety, traffic and noise hazards to any development near Yuma Proving Ground.

A JLUS with neighboring communities will help to address these issues and work towards mutually beneficial solutions for the encroachment issues discussed above. Without  funding provided under this OEA grant program, this compatible use project will not be undertaken, as no other source of funding exists to support it.

The actions requested today are:

a) Accept the Office of Economic Adjustment Award EN875-19-02 ($252,600 federal funds, $30,610 non-federal match);
b) Authorize Budget Amendment Resolution 20-18 recognizing award revenue and authorizing transfer of $30,610 from DDS Personnel for non-federal match; and
c) Authorize Department of Development Services to advertise the Request for Proposals for Professional Services to perform the Yuma Proving Ground Joint Lands Use Study.
 
3. RECOMMENDED MOTION:
a) Accept the Department of Defense, Office of Economic Adjustment Award EN875-19-02; b) Adopt Budget Amendment Resolution No. 20-18 recognizing award revenue and transferring $30,610 from DDS Personnel for the required non-federal match; c)  and authorize the Department of Development Services to advertise the request for proposals (RFP) for the Yuma Proving Ground Joint Land Use Study (YPG JLUS).
