Receive, consider and act upon a resolution in support of the San Jacinto River Authority (SJRA) application to the Texas Water Development Board (TWDB) for a flood protection grant;
There is no fiscal impact to adopting the resolution of support.
On March 15, 2018, Governor Greg Abbott announced new flood prevention efforts during a visit to Kingwood, Texas, where he surveyed damages along the San Jacinto River and met with community officials regarding Hurricane Harvey recovery. Included among the list of actions the Governor announced was a directive to the San Jacinto River Authority (SJRA) to identify and implement immediate and long-term solutions to protect lives and property within the San Jacinto watershed.
In response to Governor Abbott’s directive, the SJRA has created a new Flood Management Division to identify strategies to mitigate flooding in the San Jacinto River basin. SJRA will be submitting an application to the Texas Water Development Board (TWDB) for a grant to conduct a flood protection planning study that would benefit areas within the West Fork and Spring Creek watersheds all the way to Lake Houston through two separate studies – one to assess the feasibility of a flood control reservoir in the Spring Creek watershed and another to develop a Lake Conroe predictive tool to supplement SJRA’s gate operations plan. The following bullets provide additional detail regarding the proposed study:
Feasibility of a flood control reservoir in the Spring Creek watershed - This would include identifying a specific location, or locations, where one or more flood control reservoirs would be suitable; identifying approximate size/boundaries of the facilities; and assessing the environmental impact of the proposed facilities, including impact on habitats, wetlands, and adjoining properties.
Phase II of Lake Conroe’s Real-Time Gate Operations Tool - This project would develop a predictive tool for the Lake Conroe watershed with a setup for automated data retrieval of observed precipitation, forecast precipitation, lake level, and gate openings. The tool would give the results of runoff based on different watershed states and analyze a range of gate operations.
Similarly, in October 2017, Governor Greg Abbott's Commission to Rebuild Texas submitted to the federal government a list of public infrastructure mitigation projects in hopes of securing federal appropriations for hurricane recovery. Included in the Commission's published list is a Spring Creek Reservoir project for the construction of a reservoir along Spring Creek to capture overflow and mitigate flooding in the watershed. At the May 23, 2018, meeting the Township Board of Directors adopted a resolution of support for the Spring Creek Reservoir project as included in Governor Abbott's Commission to Rebuild Texas report. SJRA proposes through their grant application to perform a feasibility study for such a reservoir.
