             The Board of Directors of The Woodlands Township met in regular session, open to the public, on August 17, 2021, posted to begin at 8:30 a.m. The meeting was held in the Board Chambers at the office of The Woodlands Township, 2801 Technology Forest Boulevard, The Woodlands, Texas, within the boundaries of The Woodlands Township.

             
STANDARD ITEMS
             
   1. Invocation / Pledge of Allegiance;

Chairman Gordy Bunch provided the invocation. He then led the Pledge of Allegiance to the United States flag and the Texas State flag.
             
   2. Call meeting to order;

Chairman Gordy Bunch called the meeting to order at 8:32 a.m. and declared that notice of this meeting was posted 72 hours in advance inside the boundaries of The Woodlands Township at the office building located at 2801 Technology Forest Boulevard, The Woodlands, Texas, and posted online at www.thewoodlandstownship-tx.gov. The roll was then called of the duly elected members with one member being absent.

   3. Receive, consider and act upon adoption of the meeting agenda;

   6. Receive, consider and act upon the 2022 Preliminary Budget for The Woodlands Township;

   7. Receive and consider Budget Initiatives related to the 2022 Preliminary Budget and Five-Year Plan;

Note: No action was taken on this agenda item.

Monique Sharp, Assistant General Manager of Finance and Administration, provided an overview of the budget initiatives that were approved by a consensus of the Board during the Monday, August 16, 2021 Budget Workshop, including beginning reserve balances, the impact of the approved initiatives to the 2022 Preliminary Budget and the ending fund balances. Ms. Sharp reported that the estimated cost for the Spring Creek Greenway Trail was estimated to be $5 million. This project would be funded using the balance of the capital contingency reserve of $2.2 million, $2.2 million from the transportation initiatives fund, and $600,000 from the 2022 general fund undesignated fund balance. Board discussion followed.

Ms. Sharp then provided information regarding the budget impact in relation to the requested proposed 3% salary increase across the board for Township staff and Fire Department staff. Board discussion followed.
             
   8. Receive, consider and act upon approval of proposed amendments to the 2022 Preliminary Budget and Five-Year Plan;

Monique Sharp, Assistant General Manager of Finance and Administration, shared a chart showing the undesignated fund balances in the Five-Year Plan after the previous day's budget adjustments and including the no-new-revenue tax rate. Board discussion followed.
             
  Motion by: Vice Chairman Bruce Rieser approved the proposed amendments to the base budget and Five-Year Plan.

   9. Receive, consider and act upon the proposed 2021 debt service tax rate and maintenance and operations tax rate;

Monique Sharp, Assistant General Manager of Finance and Administration, provided information regarding the procedure for setting the proposed 2021 debt service tax rate and maintenance and operations tax rate and the public hearing requirements related to those tax rates. 
             
  Motion by: Director Ann Snyder moved to approve a proposed 2021 property tax rate of $0.2231 per $100 of taxable value, consisting of a debt service rate of $0.0146 and a maintenance and operations rate of $0.2085.

   10. Receive, consider and act upon the date and time for a public hearing on the proposed 2021 property tax rate, if necessary;
             
  Motion by: Director Ann Snyder moved to set the public hearing on the proposed tax rate for Wednesday, August 25, 2021, at 5:00 p.m., at The Woodlands Township Board Chambers located at 2801 Technology Forest Boulevard, The Woodlands, Texas.

Chairman Bunch shared that it would not be necessary to recess to executive session.

It was not necessary to reconvene in public session.
             
DISCUSS FUTURE AGENDA /ANNOUNCEMENTS
             
   13. Consideration of items to be placed on the agenda for next month's meeting;

Secretary Shelley Sekula-Gibbs requested an update from the South County 4th of July Parade Committee.

Vice Chairman Bruce Rieser requested an update on the construction and/or repair of monument signs.

Chairman Gordy Bunch requested an update on the Creekside intersection study.
             
   14. Board announcements; and

Chairman Gordy Bunch congratulated Secretary Shelley Sekula-Gibbs and Director Ann Snyder on their reelection, as their positions were unopposed.
             
   15. Adjournment.
             
  Motion by: Director Ann Snyder moved to adjourn the meeting at 9:06 a.m.
