             The Board of Directors of The Woodlands Township met in regular session, open to the public, on August 19, 2021, posted to begin at 6:00 p.m. The meeting was held in the Board Chambers at the office of The Woodlands Township, 2801 Technology Forest Boulevard, The Woodlands, Texas, within the boundaries of The Woodlands Township.

             
STANDARD ITEMS
             
   1. Invocation / Pledge of Allegiance;

Marcus Hayes, lead pastor at Crossroads Baptist Church, provided the invocation. Chairman Gordy Bunch then led the Pledge of Allegiance to the United States flag and the Texas State flag.
             
   2. Call meeting to order;

Chairman Gordy Bunch called the meeting to order at 6:03 p.m. and declared that notice of this meeting was posted 72 hours in advance inside the boundaries of The Woodlands Township at the office building located at 2801 Technology Forest Boulevard, The Woodlands, Texas, and posted online at www.thewoodlandstownship-tx.gov. The roll was then called of the duly elected members with all members being present.

   3. Receive, consider and act upon adoption of the meeting agenda;
             
  Motion by: Director Bob Milner moved to adopt the agenda.

There were no public officials in attendance.
             
   5. Public comment;

The following individuals provided public comment:
  • Kent Maggert - Woodlands resident; Expressed his views on incorporation.
  • Mark Unland - 143 Quiet Oak; Expressed his views on incorporation.
             
   6. President / General Manager's Report;
a. Employee Recognition;

Jeff Jones, President/General Manager, congratulated William Pham, Information Technology Director, on his appointment as President of the Texas Association of Governmental Information Technology Managers.

President Jones then congratulated Todd Stephens, Intergovernmental Relations Manager, on his appointment to the Board of Directors for Leadership Montgomery County. Mr. Stephens then congratulated Ruthanne Haut, Deputy Director of Community Services, and Elizabeth Eddins, Executive Director of Visit The Woodlands, on being selected to participate in the Leadership Montgomery County Class of 2022.
             
PROCLAMATIONS
             
   7. Receive, consider and act upon proclamations;
             
   a. Receive, consider and act upon a proclamation recognizing September 11 as Patriot Day and National Day of Service and Remembrance;

Chairman Gordy Bunch read the proclamation recognizing September 11 as Patriot Day and National Day of Service and Remembrance and proclaimed September 11, 2021, as Patriot Day and National Day of Service and Remembrance in The Woodlands, Texas.
             
   b. Receive, consider and act upon a proclamation for First Responders Day (September 11);

Treasurer John Anthony Brown read the proclamation recognizing First Responders and proclaimed September 11, 2021, as First Responders Day in The Woodlands, Texas.
             
CONSENT AGENDA
             
   8. Receive, consider and act upon the Consent Agenda;
(This agenda consists of non-controversial or "housekeeping" items required by law. One motion with modifications, if applicable, approves for action, all items contained within the Consent Agenda. Items may be moved from the Consent Agenda to the Regular Agenda by any Board Member making such request prior to a motion and vote.)

Receive, consider and act upon approval of the minutes of the July 22, 2021 Regular Meeting, the July 23, 2021 Strategic Planning Session Meeting, the July 24, 2021 Strategic Planning Session Meeting, and the July 28, 2021 Regular Meeting for the Board of Directors of The Woodlands Township;
             
   b. Receive, consider and act upon Administrative Reports for Community Services;
             
   c. Receive, consider and act upon Administrative Reports for Law Enforcement and Community Policing;
             
   d. Receive, consider and act upon Administrative Reports for Transportation (Park and Ride and Trolley System);
             
   e. Receive, consider and act upon Administrative Reports for The Woodlands Fire Department; 
             
   f. Receive, consider and act upon an award of bid for reforestation stock (C-2021-0225) and reforestation install (C-2021-0226);
             
REGULAR AGENDA
             
   9. Receive, consider and act upon emergency authorities related to the Coronavirus (COVID-19) pandemic, and authorizing the President/General Manager to act in connection therewith;

Todd Stephens, Intergovernmental Relations Manager, shared information from SETRAC regarding the COVID Executive Hospital Summary, the Hospital/COVID Census, and ICU bed usage for both Harris and Montgomery Counties.

Mr. Stephens then provided an update regarding the Township's efforts to secure CARES Act and ARPA funding, as well as an estimate on the amount of funding that the Township would be eligible to receive, if the Township was an incorporated city.

   10. Receive, consider and act upon Incorporation Planning Study matters (as requested by Chairman Bunch); 

Karen Dempsey, Township Secretary/Assistant to the President, reminded residents that the Board of Directors called an incorporation election to be held on the November 2, 2021 election. She then shared information regarding the ballot language and incorporation study information and where that information can be found on the Township's website.

Nick Wolda, Director of Community Relations, shared information regarding the Township's communication efforts relating to the November 2, 2021 incorporation election and where to access that information. Mr. Wolda also shared that an incorporation information session is currently scheduled for September 23, 2021, at the Woodlands Waterway Marriott.

Chairman Gordy Bunch shared information regarding the Township's communications efforts and Board and staff attendance at various community meetings to respond to resident questions regarding incorporation.

Chairman Bunch provided information regarding franchise fees collection.

Recessed to Executive Session at 6:49 p.m. to discuss matters relating to real property pursuant to §551.072, Texas Government Code; deliberation of economic development negotiations pursuant to §551.087, Texas Government Code; discuss personnel matters pursuant to §551.074, Texas Government Code; discuss IT network or critical infrastructure security pursuant to §551.089, Texas Government Code; and to consult with The Woodlands Township’s attorney pursuant to §551.071, Texas Government Code;

Chairman Bunch informed the Board that it would be necessary to recess to executive session.
             
   12. Reconvened in public session at 7:42 p.m.;

Chairman Bunch shared that it would not be necessary to take action on matters discussed in executive session.
             
   13. Receive, consider and act upon the ExxonMobil Tax Abatement Agreement;

   14. Receive, consider and act upon a Performance Review of the Township's President/General Manager;
