SUBJECT MATTER:
Receive, consider and act upon Acoustical Wall Panels for the Recreation Center at Rob Fleming Park;
FISCAL IMPACT:
The cost to install acoustical wall panels as proposed is $23,400.  The project is not funded; therefore funding would be allocated from the Undesignated Capital Reserve Fund. 
BACKGROUND:
As has been discussed by the Board of Directors in previous meetings, the acoustics in the large main room of the Recreation Center at Rob Fleming Park is not conducive for public meetings.  During the renovation of the center, the architect and contractor were asked to provide potential solutions/improvements to the issue.  At that time, adding acoustic panels along the new partition wall above the windows, to match the existing panels on the west wall was considered. While the cost estimate was reasonable ($25,000), the architect advised that these alone would not do much to improve the acoustics.
 
Two other options were presented that  were believed would resolve or help with the issue. The most certain solution is to install a drop-down ceiling at the lower truss/rafter level - $175,000. Due to cost and totally changing the look and feel of the lodge, this was not pursued.

During the recent installation of the acoustical wall panels in the Board Chambers, the vendor, Southland Builders, was requested to assess the acoustics at the recreation center.  They provided similar suggestions as the architect but did indicate the wall panels would provide some improvement.  They quoted the work at $18,600.   They also quoted panels in the entrance lobby at $4,800, for a total project cost of $23,400. 
 
Staff recommends to move forward with the acoustic wall panel project.  While the addition of wall panels will not resolve all issues with the acoustics, they are expected to make some improvement and the users of the center may notice and appreciate the effort.
 
As all the remaining funds for the recreation center has been encumbered, the project could be funded from remaining variances in other parks capital projects, such as the Aquatics Facility Design project with a balance of $157,366.
RECOMMENDATION:
Approve the acoustic wall panel project at the Recreation Cener at Rob Fleming Park as presented.
