Receive, consider and act upon an Interlocal Purchase Agreement with Montgomery County (C-2018-0374);
There is no anticipated cost related to the execution of the agreement. There are expected cost savings and efficiencies associated with cooperative purchasing agreements, which cannot be quantified at this time.
The Woodlands Township Parks and Recreation Department reviewed a bid for the removal and replacement of sod that was recently awarded by Montgomery County Commissioner's Court in which the unit price of the sod is substantially below the current contracted unit price the Township has in place. The Township would be able to obtain the same price as Montgomery County through an Interlocal Agreement (ILA) with the County. The ILA would provide the ability for the Township to purchase items that are bid by Montgomery County. In addition, the agreement would afford Montgomery County to use the various bids the Township develops and approves.
The Township has previously entered into agreements with various cooperative purchasing cooperatives and cities, counties and other governmental subdivisions. Buy Board, HGAC, American Communities, City of Plano, Tarrant County, etc. Agreements like this are used to reduce the time spent on developing bid documents, managing the bid process (2-3 months) and to leverage the purchasing power of larger governmental entities. The use of purchasing cooperatives and ILA’s with cities insures the Township meets the procurement policy, as items are competitively procured in accordance with applicable state statutes.
Legal Counsel has prepared the ILA ( Attachment A).
Approve the Interlocal Agreement with Montgomery County regarding reciprocal purchasing and authorize the President/General Manager to execute the Interlocal Agreement in connection therewith.
