Receive, consider and act upon approval to develop a dog friendly area in the Village of Creekside Park:

BACKGROUND:
During the 2017 planning process for development of the 2018 Budget, the Township Board approved a budget initiative (see attached) for capital improvement projects at The Recreation Center at Rob Fleming Park and allocated $949,000 for these projects. This funding allocation allows for the acceleration of the proposed projects to be completed in 2018 rather than being spread across the five-year plan, as originally proposed. One of the projects to be funded through this allocation is development of a dog-friendly area (dog park), which was originally estimated to cost $75,000. Based on the current proposed location and design, this project is now estimated to cost $70,000. The remaining funding from this allocation is slated for lighting for a grassy play field and the development of an adventure course/playground. 

At the time the budget initiative was approved, the Board also directed staff to develop a more robust "adventure course" than originally presented. Currently, there is a Request for Proposals  (RFP) for the Adventure Course Design Phase which requests designers to examine the entire Recreation Center property to maximize the course's exposure from the street, connectivity to the parking lot, and functionality with other amenities and user groups located at The Recreation Center at Rob Fleming Park.  Placing the dog park on the grounds of the Recreation Center may restrict / limit the design opportunities of the Adventure Course and not fully maximize the potential for revenue generation.
 
In order to provide more room for development of a robust adventure course, it may be advantageous to move the proposed location of the dog park to a different location within the Village of Creekside Park. Staff has examined other sites at Rob Fleming Park (Aquatics Center, Promenade and The Lodge) and throughout the Village of Creekside Park (Timarron Park, Tupelo Park, Wendtwoods Park, etc.). As evident with  the existing Township dog parks and through best practices of dog park design, to create a successful facility,  certain infrastructure is required: parking, restroom, space, etc. From a review of these factors the unpaved area used for overflow parking at the Aquatic Center has been identified as the most prudent location, due to the following factors:
  • Overflow parking is used a handful of times per pool season
  • As needed, any overflow parking needs of the Aquatic Center can be directed to the Recreation Center across the street, as the Recreation Center is now owned/operated by the Township which was not the case when the Aquatic Center was developed.
  • Parking conflicts are expected to be minimal as during the high use periods for the Aquatic Center (summer afternoons) is the low use  period of dog parks -during the heat of the day
  • The area identified is the largest space that could be identified in the Village. (.67 acres). Other larger dog parks (Cattail and Bear Branch) are approximately 1.2 acres. This area needs to be as large as can be identified to serve the areas residents
  • Limited tree removal
  • Limited proximity issues to other amenities within the overall Rob Fleming Park
The proposed dog park would have the following amenities which are standard in the community’s larger dog parks: Large and small dog areas, lights, water- fountain and hose spigots, shade awnings with cement pad, fencing and sign package. A proposed layout of the dog park at Rob Fleming Park has been developed (Attachment C).
 
The Board of Directors is requested to reaffirm funding of up to $75,000 for the development of a dog park in the Village of Creekside Park using a portion of the 2018 Budget of $949,000 allocated for the Recreation Center at Rob Fleming Park Capital Project; and, to approve the existing unpaved overflow parking area at the Aquatic Center as the location of the dog park.  
RECOMMENDATION:
Reaffirm funding of up to $75,000 for the development of a dog friendly area / dog park in the Village of Creekside Park using a portion of the 2018 Budget of $949,000 for the Recreation Center at Rob Fleming Park Capital Project; and, to approve the existing unpaved overflow parking area at the Aquatic Center as the location of the dog park.
