Since 2004, the Township (and predecessor HOAs) has contracted for a full range of government relations services, including advice and counsel regarding local, state and federal government relations; maintaining good working relationships with appropriate elected and appointed officials; and regular representation in appropriate government venues such as the Texas Legislature. The Township’s executive staff interfaces with the government relations consultant on general legislative and regulatory issues of interest to the Township, and assists the Township in determining actions and goals for specific bills or issues, as appropriate.
Since 2010, these services have been solicited through a Request for Interest process. In recent years, the Township has entered into a two-year agreement with the selected consultant in recognition that preparation for the State Legislative Session begins mid-year of the previous year, and the same individual should represent the Township through the entire two year legislative process. The Township has contracted with Mr. Rob Eissler for these services since 2014 and the current agreement, which was authorized in December 2017, continues through December 2019. The retainer agreement provides for monthly payments over the term of the agreement and includes a 30-day notice termination clause.
Given that the Township achieved historic legislation in 2017, the Township does not anticipate an extensive legislative agenda in the 2019 session. Management of legislative needs for 2019 can be handled through Township staff and the Township’s contracted legal counsel, without the need for ongoing contracted governmental relations services. If the Township finds a situation in the legislative process where additional representation on a legislative matter is needed, Mr. Eissler could be contracted on an as-needed basis rather than operating on retainer.
