Receive, consider and act upon approving Temporary Employees for The Woodlands Fire Department Communications Division; 

In the past, the Dispatch department has utilized temporary certified dispatchers from other agencies to assist with staffing while regular employees are on leaves of absence.  The salaries budget was not impacted because the regular employees were receiving disability or workers compensation pay and this practice allowed the department to keep our regular employees from working excessive overtime.
Currently, the department has seven probationary dispatchers who will not be released from their probationary status for one year.  Having used temporary dispatchers to cover leaves of absence, we would like to expand this program to allow the probationary dispatchers to complete their training successfully.  Two employees have recently resigned to accept promotions at other agencies, and have expressed interest in returning to assist as a temporary dispatcher.  Additional costs will be realized by having the probationary and temporary dispatchers working at the same time.  These costs will be contained because they will be paid at an employee’s regular hourly rate as opposed to the overtime hourly rate.
The department is requesting a .5 FTE temporary position in the 2019 budget, and requests approval to add this position immediately, contingent upon it being approved in the 2019 budget.
