SUBJECT MATTER:
Receive, consider and act upon Harris County Appraisal District Board of Directors Special Districts’ Election ballot and approve a resolution in connection therewith;

BACKGROUND:
The Woodlands Township is treated as a conservation and reclamation district to be able to participate in the Harris County Appraisal District (HCAD) director nomination and election process. In 2017, the Township Board nominated Michael Keck as a candidate to represent special districts. Glenn E. Peters is the incumbent representing special districts.

The HCAD Board of Directors is comprised of six members, one of which is appointed through a nomination and election process by all of the conservation and reclamation districts located in Harris County. Each district is entitled to cast a single vote, and the candidate receiving the most votes is elected to a two year term. 

 The HCAD election process, can be summarized as follows:
  • There are six members of the HCAD Board
    • One member appointed by Harris County
    • One member appointed by the City of Houston
    • One member appointed by HISD
    • One member appointed by votes of City Councils of cities other than Houston
    • One member appointed by votes of School Districts other than HISD and by boards of junior colleges with territory in Harris County
    • One member appointed by votes of conservation and reclamation districts
  • Candidates for the conservation and reclamation district consist of nominees from participating districts. There are two individuals running for the conservation and reclamation district votes (in alphabetical order): Michael Keck and Glenn E. Peters.
  • Conservation and reclamation districts, which include The Woodlands Township, can only cast a vote for one of the conservation and reclamation district candidates.

Attached to this memo are the election-related documents provided by HCAD, which includes a memo from Chief Appraiser Roland Altinger regarding the voting process and a copy of the official ballot and resolution. Also attached is a resolution to cast the Township's vote. 
RECOMMENDATION:
Authorize the resolution casting a vote for the conservation and reclamation district candidate (name) and authorize the Chairman to sign the official ballot.
