SUBJECT MATTER:
Receive, consider and act upon amendments to Township Order 020-09 regarding Use of Park, Recreation and Open Space Areas;
FISCAL IMPACT:
The majority of fees for the use of Park, Recreation and Open Space Areas is collected by the Recreation Division and the Aquatics Division.  In 2018, a total of $526,704 was collected for facility/field rentals, $50,736 was received for fitness memberships and $1,196,392 was generated through the sale of pool passes and pool rentals. Revenue numbers have not been finalized for FY2019. Other revenue is generated by the Recreation, Town Center, Aquatics Divisions through program fees, sponsorships, rentals and concessions that are not subject to Township Order 020-09 which establishes certain fees and charges.
BACKGROUND:
Per The Woodlands Township Order Number 020-09, it shall be the responsibility of the President to submit to the Board of Directors, from time to time as appropriate, revisions to the park user fees. Fees are charged for admission to facilities (pools, fitness center, recreation center) or for the exclusive use of a facility (pavilion, field, court, pool). 
 
Recreation Center Facility
Over the course of the past three years, the Recreation Centers (Bear Branch and Rob Fleming) have continued to grow and expand in facility use, programs, events and in the number of users.  This year, the Recreation Center at Bear Branch Park will add a covered awning to the basketball courts. There has not been an established fee for the use and rental of the courts.  At the Recreation Center at Rob Fleming Park, high levels of rental use and demand by residents and non-residents have been experienced.  Additionally, the current fee structure for non-resident pricing varies (1x, 2x, 3x of resident pricing), thus causing confusion for staff and non-residents.
 
Upon continued assessment and market research, the following changes are recommended to ensure consistency across both recreation centers, while allowing a varied price structure as warranted for unique amenities present at only one location. 

In 2018, there were 440 resident permits issued ($72,834) for room/indoor facility reservations as compared to 379 in 2019 ($69,645).  In 2018, there were 85 nonresident permits ($11,927) and in 2019 there were 83 nonresident permits ($9,065).  The decrease in 2019 is partially due to creating additional operational guidelines, so that general recreation programming could be offered as opposed to just rentals.
 
Recommendations include but are not limited to:
  • All recreation facility fees for non-residents to double in price. 
  • Standardize room rental fees based on size of room and uniqueness.
  • Create fee(s) for the covered basketball court due to its uniqueness in the system.
Changes to Township Orders require a Public Hearing.  It is recommended to review the following recommended changes (shown in red), provide input and direction on the recommendations and, if changes are determined to be considered, schedule a Public Hearing to be convened during the Regular Meeting of the Board of Directors on February 20, 2019.

Additionally, changes to fees for qualified organizations and fitness pass changes are recommended. Qualified organizations must meet guidelines established in Township Order 019-09 (i.e. non-profit, 60% residents), which provides a slight discount for amenity use based on entire seasons.

    • Gymnasium (when facility is open): $40 per hr.
    • Outdoor Full Court Covered Basketball: $25 per hr.
  • Fitness Room Memberships 
    • Change the Senior age to 65 from the current age of 55 to be in line with pool passes.
    • Offer non-resident pricing for all packages and ensure fees are doubled for non-residents.
