Receive, consider and act upon a presentation from The Woodlands Water Agency and the Houston Advanced Research Center (HARC) on a Regional Subsidence and Groundwater Research Consortium and potential Township involvement (as requested by Director Rieser);
Representatives from The Woodlands Water Agency (Woodlands Water) and the Houston Advanced Research Center (HARC) will make a presentation to the Board regarding a proposed Groundwater Research Consortium and Science Advisory Committee (SAC) to review data and studies related to groundwater supply, aquifer storage, groundwater demand and subsidence in Montgomery County.
HARC and the GeoTechnology Research Institute (GTRI), a state entity created by the Texas Legislature in 1985, propose to create a Groundwater Research Consortium composed of special use districts interested in independent, science-based groundwater and subsidence research and data review. In addition, the SAC, composed of groundwater hydrologists from around Texas, would gather and analyze data regarding the Chicot, Evangeline and Jasper aquifers and subsidence in Montgomery County. The SAC will be responsible for reviewing key research, datasets, studies and reports and provide unbiased, independent advice on the science without making direct policy recommendations. The SAC will also be responsible for analyzing reports on subsidence released during the project period to provide a peer-reviewed assessment.
HARC/GTRI will compile information from the SAC to produce written public comments, fact sheets and reports. This information will be communicated to policy makers and a final report will be developed for the Groundwater Research Consortium. In addition, HARC will develop a public information and education Groundwater and Subsidence story map for regional stakeholders and the general public.
