SUBJECT MATTER:
Receive, consider and act upon appeals to the conversion from Brazos Transit District paper tickets to Township electronic tickets for The Woodlands Express park and ride service;
FISCAL IMPACT:
Following the paper ticket conversion deadline of December 31, 2019, Township staff received five (5) requests from assumed riders of The Woodlands Express to convert a total of eight (8) Brazos Transit District ticket books (which totals to 20 round-trip tickets per book).*

*This quantity may not represent the total number of ticket conversion requests following the December 31, 2019, deadline because Township staff began to record the number of ticket conversion requests in mid-January.

There is no financial impact on the Township regarding the paper ticket conversion process. However, the Township does not receive any revenue from The Woodlands Express tickets that were previously issued by Brazos Transit District and other non-Township related agencies.  The Woodlands Township began issuing Township tickets for the park and ride service rather than the BTD tickets in 2015, following the Township’s assumption of the park and ride operation.
BACKGROUND:
On December 5, 2018, The Woodlands Township’s Board of Directors approved the recommendation to stop accepting paper tickets for The Woodlands Express after December 31, 2019, that were sold by Brazos Transit District, or a related name and agency prior to the service being assumed by the Township (Attachment A).  Using several media sources, information about The Woodlands Express revised policies was publicized. A timeline detailing the series of activities that took place are listed below:
 
  • August 1, 2019:  A-frame signs were displayed outside at each Park & Ride terminal at the boarding and alighting area. These signs were removed the week of January 7, 2020.
  • August 1, 2019:  Ticket conversion info was posted on the Township’s website.
  • August 1, 2019:  Ticket conversion info was posted on @TownshipTransit Twitter account.
  • August 7, 2019:  Ticket conversion info was posted on @TheTownshipTX Twitter and on The Woodlands Township Facebook account.
  • September 19, 2019:  Ticket conversion info was posted on @TheTownshipTX Twitter account.
  • September 22, 2019:  Ticket conversion info was posted on The Woodlands Township Facebook account.
  • October 25, 2019:  Ticket conversion info was posted on @TheTownshipTX Twitter, The Woodlands Township Facebook, and thetownshiptx Instagram account.
  • November 19, 2019:  Ticket conversion info was posted on @TheTownshipTX Twitter and The Woodlands Township Facebook account.
  • November 19, 2019:  Ticket conversion info was retweeted on @TownshipTransit Twitter account.
  • December 17, 2019:  Ticket conversion info was posted on @TheTownshipTX Twitter, The Woodlands Township Facebook, and @thetownshiptx Instagram account.
The Township has received several requests from assumed passengers appealing the deadline and asking for refunds or to be able to convert non-Township sold tickets to new tickets.
 
The number of tickets that may have not been converted prior to the deadline is unknown. In addition, it is difficult to determine if a ticket requested to be converted is legitimate as those tickets are not numbered and are easily duplicated.  Therefore, it is recommended to not approve appeals or waivers to the policy to issue refunds or allow conversions of non-Township sold tickets.
RECOMMENDATION:
Board to determine course of action.
