|$100,000 is allocated in the 2020 Capital Improvement Budget for this project. $15,000 is allocated to the fence repairs at the two locations leaving $85,000 to fund the pool deck refurbishment. The recommended award of bid is $78,573 which is the lowest responsive bid within the allocated received for the pool deck refurbishment from Greater Houston Pool Builders.
The 2020 Capital Asset Request allocation of $100,000 identified four swimming pools/spraygrounds for renovation. The lowest bid for all four projects totals $232,644, which is $131,644 over budget. Therefore, the scope of services is recommended to be reduced to renovate two pools in 2020 and deferring two pools until 2021.
|Routine swimming pool repair and maintenance is funded through the Township’s Capital Reserve Fund, per the schedule established in the Reserve Study for the long term repair and replacement of capital assets. The Study and further examinations by staff jointly identified facilities at Shadowbend Pool and Sawmill Pool for pool deck refurbishment in 2020, and the project described includes necessary updates to comply with current Texas Department of Health Standards for Swimming Pools and Spas.
Invitation for Bids (IFB) was advertised on The Woodlands Township website on November 27, 2019, and in The Woodlands Villager on the same date (Attachment A). There was a mandatory pre-bid meeting conducted on December 3, 2019, with four (4) contractors in attendance.
Four (4) complete bids were submitted from contractors who attended the mandatory pre-bid meeting. All companies have completed similar work for the Township over the last several years. A Bid Tabulation has been prepared (Attachment B), a summary of which is provided below:

Four pools were to proposed to be renovated in 2020, however the bids came in over budget, due in part to the request to remove all deck coating material versus re-applying. This was done due to the significant spalling of the decking at these pools. Re-applying decking material over the current material would not ensure a complete bond between the decking and the cement base layer, thus spalling would continue shortly after the application. After re-evaluation of the funds and current conditions of the four pools/decks, it is recommended to proceed with Sawmill Sprayground and Shadowbend Pool/Sprayground as the conditions of their decks rated higher than Ridgewood and Wendtwood.
The deck renovation for the Ridgewood and Wendtwood Pools requires an additional $144,664 and will be deferred to the 2021 for Board consideration.
