Receive, consider and act upon executive search firms and/or the process for the President/General Manager recruitment;

Five submissions were received in response to the RFP/Q for Executive Search Services for the position of President and General Manager. The Transition Task Force met on October 8
to review the selection process for an Executive Search Firm, and directed staff to narrow the number of firms to two firms for interviews.
The five firms who submitted proposals are: Baker Tilly, CPS HR Consulting, Ralph Andersen & Associates, Slavin Management Consultants and Strategic Government Resources.
Baker Tilly’s Addison, Texas office would conduct the search, if selected. The firm has conducted executive searches for governmental agencies since 1931. Their principal consultants are Chuck Rohre and Ed Williams. Mr. Williams most recently served as the Director of Human Resources and Civil Service for Missouri City. The firm has conducted City Manager searches for Irving, Kingsville, Denton and Addison. The search for the President and General Manager is proposed to be 3 – 4 months in length and will include three personal visits/meetings with the Board of Directors. Baker Tilly offers a guarantee for the search: Should the selected candidate resign or be terminated within 24 months, Baker Tilly will conduct a replacement recruitment with no additional professional fee, but will include project-related expenses. Baker Tilly’s fee for the executive search is $24,500.
Ralph Anderson & Associates (RAA), a Sacramento based firm, has conducted City Manager searches for more than 47 years. The principal consultant proposed for the Township’s needs is Greg Nelson. Mr. Nelson is a cooperating member of the Texas City Management Association. He has conducted City Manager searches for Allen, Brownsville, McKinney, and South Padre Island, and is currently finalizing the City Manager search for Sugar Land. The search is proposed to be 3 months in length and will include four personal visits/meetings with the Board of Directors. RAA offers a 12 month guarantee for the President and General Manager search. RAA’s proposal identifies the uniqueness of the search with the upcoming potential incorporation vote. They further state that the recruitment must deliver candidates with a very unique skillset, while overcoming the apprehension that some potential candidates may hold when considering this opportunity. RAA’s fee for the executive search is $44,500.
For the reasons stated above, staff recommends Baker Tilly and Ralph Anderson & Associates for interviews for the recruitment of the next President and General Manager.
Members of the Transition Task Force will interview Baker Tilly and Ralph Anderson & Associates prior to the Board meeting and provide a report during the meeting.
The proposals from Baker Tilly and Ralph Anderson & Associates are attached for your review, and hard copies will be provided at the Board meeting.
