|$300,000 is allocated in the Township's 2020 Capital Budget for Pathway Improvements (Attachment A) and $51,300 is allocated in Park Operations Pathway Maintenance Budget for as-needed repairs. These amounts include contracted concrete services to perform new construction, repairs and maintenance. The lowest most responsive bid for contracted concrete services was submitted by GJ Boring and Construction Services, Inc., in the amount of $280,300.
|The Woodlands Township has over 220 miles of concrete pathways, 48 parks with concrete parking lots, and numerous other amenities that require concrete repairs. The Township contracts for concrete services to perform the necessary repairs, maintenance and new installations.
The Scope of Services for contracted concrete services includes the removal and/or installation of concrete pathways, pathway ramps, flatwork and other miscellaneous infrastructure projects located throughout The Woodlands Township, on an as-needed basis. The current contract for concrete repairs expires December 31, 2019.
An Invitation for Bids (IFB) for a three-year contract was advertised in The Villager on September 5, 2019, and on The Woodlands Township website, and was emailed to known contractors (Attachment B). A pre-bid meeting was held September 13, 2019, with five (5) contractors in attendance. Bids were due October 2, 2019, and three (3) bids were submitted. A Bid Tabulation has been prepared (Attachment C) which reflects amounts based on each company's submitted unit cost price and the actual quantities of concrete services performed during the last contract period - the historical work performed. A summary is provided in the table below.

GJ Boring and Construction Services, Inc., a Texas company, submitted the lowest cost, most responsive bid. They are the Township's current contractor, having been awarded the bid in 2016 and staff has been satisfied with their responsiveness and work product.
