SUBJECT MATTER:
Receive, consider and act upon an award of bid for the construction of tennis courts at Bear Branch Park (C-2019-0247);
FISCAL IMPACT:
$430,000 is allocated in the 2019 Capital Project Fund for one set of two tennis courts at Bear Branch Park, which is a component of the Bear Branch Park Master Plan-Phase II (Attachment A). The recommended vendor, Trans Texas Tennis, LTD, submitted the lowest  bid of $179,160 plus an alternate backboard of $5,250 ($184,410 total cost).  Remaining funds will be used  for court lights and to convert existing lighting (court, skate park, etc.) to LED, which was identified in the Request for Capital Asset.
BACKGROUND:
Bear Branch Park was initially developed in 1992 and originally included a swimming pool, teen center, tennis courts, and parking. In 2001, an update to the 1992 park master plan was developed with six phases which included a playground, dog park, a rink, basketball courts, a pavilion, concessions/restrooms, additional tennis courts, and skate park. These amenities were largely completed between 2005 and 2008.  In 2016 due, in part to the impact of the Tax Day Flood and the request from the community to build a 50-meter pool, a master plan process was undertaken. Burditt Land Place was retained for the master plan and a 5-phase plan was presented and accepted by the Board in April 2017 which included:
  • Phase I- Renovation of recreational pool- completed
  • Phase II- Renovation and addition of recreational amenities
  • Phase III-Parking lot renovation (Recreation Center)- completed
  • Phase IV- 50 Meter Pool
  • Phase V- Recreation Center renovation/expansion
Phase I and III were completed in 2018, along with the dog park renovation, a component of Phase II.  For 2019, the Board approved additional Phase II improvements which included the addition of two tennis courts. Tennis courts were identified to be added based on the fact that they would impact many park users, has the potential to generate additional revenue through programs and facility rentals and new lights (LED) would provide energy efficiency which may reduce the overall operational cost of the park.
 
Request for Bids were solicited for tennis court construction at Bear Branch Park (Attachment B).  The Request for Bids was advertised in The Woodlands Villager on May 8, 2019, on The Woodlands Township website and sent directly to four (4) known contractors.  A mandatory pre-bid meeting was held on May 16, 2019, with five (5) contractors in attendance.  Bids were due on May 30, 2019, and two (2) bids were submitted. A Bid Tabulation has been prepared (Attachment C), a summary of which is provided below.

Trans Texas Tennis submitted the lowest most responsive bid and The Woodlands Township has a good working relationship with the company. They have successfully completed other tennis court projects for The Woodlands Township, most recently the addition of two tennis courts at Wendtwoods Park in 2018.  This scope of this award of bid does not include court lighting as this will be provided through the Electrical Services Contract including the conversion of the other park lighting to LED.
RECOMMENDATION:
Award the bid for tennis court construction at Bear Branch Park to Trans Texas Tennis in the amount of $184,410 and authorize the President/General Manager to execute a Construction Services Agreement  in connection therewith as approved to final form by the Township Attorney.
