SUBJECT MATTER:
Receive, consider and act upon an Award of Bid for uniforms and related materials rental services (C-2019-0305); 
FISCAL IMPACT:
$33,000 is budgeted in various accounts in the Township's Park Administration and Town Center budgets for uniform rental and an additional $5,000 is budgeted for floor mat rentals in budgets for Town Hall, Recreation and Park Administration. UniFirst submitted the lowest most responsive bid for uniform rental and floor mats at a yearly price of $31,036.72.
BACKGROUND:
The Woodlands Township Parks and Recreation Department has several divisions whose employees work primarily outdoors and are required to wear a Township issued uniform consisting of a long sleeve shirt and pants. The Department also coordinates facility maintenance which includes supplying entrance mats at six (6) Township locations.  The Invitation for Bids (IFB) was developed to rent uniforms, both shirts and pants, per each of the field staff and pants for  Rangers with laundering on a weekly basis and delivering clean floor mats monthly at the six facilities.   The current agreement with Cintas expires on December 31, 2019.
 
The IFB for a three-year contract was advertised in The Villager on August 28, 2019, and on The Woodlands Township website and was emailed to known vendors (Attachment A).  A mandatory pre-bid meeting was held September 4, 2019, with four (4) vendors in attendance. Bids were due September 27, 2019, and one bid was submitted. A summary of the bid tabulation (Attachment B) is provided below:

UniFirst submitted their bid using pricing from NJPA/Sourcewell (NJPA- National Contract #012111-UFC), a purchasing cooperative. The Woodlands Township Board of Directors approved the ability to procure goods and services from this cooperative. As a cooperative NJPA/Sourcewell bids out goods and services and authorizes use of the lowest most responsive bid. The cities of Bryan and Hempstead and Montgomery County utilize UniFirst for their uniforms and related materials.
RECOMMENDATION:
Award the bid for 2020 - 2022 uniforms and related materials (C-2019-0305) to UniFirst, through NJPA- National Contract #012111-UFC, and authorize the President/General Manager to execute any necessary agreements as approved to final form by the Township Attorney.
