Receive, consider and act upon the purchase of a 2019 Pierce Peterbilt 377 Heavy Duty Air and Light Unit Special Equipment Truck through the Houston-Galveston Area Council (HGAC) Government Cooperative purchasing program;
$460,355.70 included in the 2019 Capital Budget:
  • $460,355.70- Pierce Heavy Duty Special Equipment Unit
  • ($38,500) trade in value of a 2003 Pierce Saber HDR
  • HGAC contract fee- $2000.00
  • Final Sales Price- $423,855.70
Approved in the 2019 Capital Carryover Budget is $500,000 for the purchase of a Special Equipment Air and Light apparatus.  Once approved and ordered, the new apparatus will be delivered and placed into operation in approximately 6-7 months due to engineering and construction time. 
The multi-purpose Special Equipment truck will be outfitted with a cascade system used to fill SCBA bottles and a light tower to provide illumination on emergency scenes.  The apparatus will have enough storage space to house the cascade system and equipment.  It will also be designed to tow the departments' newly purchased rescue boats in addition to materials storage for trench and structural collapse rescue equipment.
The department uses an apparatus purchasing committee made up of personnel from different ranks, expertise, and backgrounds.  The committee was tasked with developing specifications based on community needs, consistency in department operations, maintenance, longevity, and value.
The proposal was obtained from Siddons-Martin Emergency Group, the local dealer for Pierce Manufacturing Company and will be purchased through the Houston-Galveston Area Council (H-GAC) government cooperative purchasing program.  HGAC’s purchasing program ensures that the costs for products have been bid properly, assisting local governments with product procurement.   The proposal includes the trade in of a 2003 Heavy Duty Rescue that will reduce the overall project cost.
Approve the purchase of a 2019 Pierce Peterbilt 377 Heavy Duty Air and Light Unit from Siddons-Martin Emergency Group, LLC. through the Houston-Galveston Area Council (HGAC) Government Cooperative Purchasing Program in the amount of $423,855.70.
