Receive, consider and act upon a Second Amended Interlocal Cooperation Agreement for Montgomery County Sheriff's Office (MCSO) office space by and between Montgomery County, Texas and The Woodlands Township (C-2017-0224A2);
The draft Second Amended Interlocal Cooperation Agreement by and between Montgomery County, Texas and The Woodlands Township (ILA) does not alter the fiscal impact of the existing agreement. The draft ILA provides office space at the Township's Town Hall for Montgomery County Sheriff's Office personnel at no charge to Montgomery County. The cost to modify areas in Town Hall to accommodate the use of Town Hall for the MCSO is nominal and can be funded through the 2019 budgeted amount for MCSO contracted expenses and equipment.
Montgomery County Sheriff's Office (MCSO) has requested Township consideration to provide office space for MCSO personnel contracted to provide enhanced law enforcement services to the Township and the related MCSO supervisory personnel that manages the Township's contract. The request is for approximately 520 sq. ft. of space in Town Hall. The space would consist of an office, three work stations/cubicles and access to a shared conference room and other common area facilities in Town Hall.
There is no known adverse impact to the operations of Town Hall with MCSO personnel present in the facility. It is anticipated that having MCSO personnel in Town Hall will be beneficial to Town Hall operations, public and employee safety and resident services.
Article 4 of the First Amended Agreement is amended so as to add:
The Township and the County shall, to the greatest extent possible, maximize the taxpayers’ resources by sharing certain available resources, to include use of the Township’s Town Hall for Sheriff-assigned personnel performing supervisory or Crime Specialist prevention work funded in whole or in part by this Agreement. The intent of this Amendment is to provide Montgomery County Sheriff personnel assigned by the same to perform work funded by this Agreement, that those performing as Crime Specialists or those performing supervisory work at the Captain level will have the benefit of 520 dedicated square feet of office space within Town Hall at no cost. This arrangement shall be construed as broadly as practicable so as to provide the widest possible range of cooperation and mutual benefit.

Approve the Second Amended
Cooperation Agreement by and between Montgomery County, Texas and The Woodlands Township and authorize the President/General Manager to execute the agreement as approved to in final form by the Township Attorney.
