Subject

Approve and authorize the Chair to sign State Agreement No. 21-10600 with California Department of Public Health in the amount of $640,280 for the period of July 1, 2021 through December 31, 2025 for implementing the Disease Intervention Specialist workforce grant. (No general fund impact) (Sullivan)

Recommended Action

Approve and authorize the Chair to sign State Agreement No. 21-10600 with California Department of Public Health (CDPH) in the amount of $640,280 for the period of July 1, 2021 through December 31, 2025 for implementing the Disease Intervention Specialist (DIS) workforce grant;
Delegate authority to the Yolo County Procurement Manager, or designee, to execute any non-financial extensions or amendments of the Agreement, upon approval as to form by the County Counsel; and
Authorize the Director of Health and Human Services Agency, or designee, to execute any fiscal and program reports required under this Agreement, including reports required under any extensions or amendments thereto.

Reason for Recommended Action/Background

The California Department of Public Health (CDPH), Sexually Transmitted Disease Control Branch (STDCB) has been awarded Disease Intervention Specialists (DIS) Workforce Development funding as part of the American Rescue Plan Act of 2021 to address 21st century outbreak response.

This funding will allow Yolo County Health and Human Services Agency (HHSA) to expand and enhance frontline public health staff; conduct DIS workforce training and skills building; build organizational capacity for outbreak response; and evaluate and improve recruitment, training, and outbreak response efforts that will address sexually transmitted disease (STD), HIV, COVID-19, and other infectious disease prevention and response needs of Yolo County.

Staff recommends approval of this agreement to receive funding to implement the DIS Workforce grant to ensure HHSA can respond efficiently to 21st century outbreaks in the community.

No general funds are required by this action. The total amount of this action is up to $640,280 in revenue for the period of July 1, 2021 through December 31, 2025. The amount of $128,056 is included in the HHSA adopted budget for fiscal year 2021-22. The amount of $128,056 is included in the recommended budget for fiscal year 2022-23. The related funding will be included in the requested budget process for future fiscal years.
