Recommended Action
Approve first amendment to Agreement No. 21-08 to Subsidized Employment Agreement No. SE 21-7 with Yolo County Children's Alliance to increase funding in the amount of $32,604 for 2021-22; add funding of $63,888 for 2022-23; and extend the term of the agreement through June 30, 2023 for a new contract maximum of $129,492, for the provision of subsidized employment services.

Reason for Recommended Action/Background
Subsidized employment provides employers with financial support for hiring CalWORKs clients in the Welfare-to-Work (WTW) program, with the goal of transferring the client to unsubsidized employment. Subsidized Employment is a critical component of the CalWORKs Program, in particular for assisting in meeting the WTW program requirements. Non-profit, private and public agencies contract with Yolo County to provide subsidized employment opportunities to our CalWORKs clients. These agencies act as the employer of record to provide work experience and training to our clients.  Upon presentation of a properly documented claim, Yolo County reimburses the agency 100 percent of the wages and up to 10 percent administrative costs associated with the placements. 

Staff recommends the approval of this amendment to accommodate three additional placements with Yolo County Children’s Alliance for Subsidized Employment Training for CalWORKs clients.

County Counsel approved this Agreement as to form.

Competitive Bid Process/Vendor Performance
These services were procured via a press release in order to solicit interested parties. Yolo County Children’s Alliance responded to the press release. The press release is included as Attachment B.

The Department confirms Yolo County Children's Alliance has performed satisfactorily on the current agreement.

No general funds are required by this action. These services will be funded by Federal/State funds. This action increases the contract maximum by $32,604 for FY 2021-22 and $63,888 for FY 2022-23 for a new contract maximum of $129,492 for the period of December 4, 2020 through June 30, 2023. The amount of $32,604 is included in the HHSA Adopted Budget for FY 2021-22. The amount of $63,888 is included in the HHSA Proposed Budget for FY 2022-23.
