Receive update on the 2021 California legislative session and consider the proposed 2022 Intergovernmental Advocacy Policy and Advocacy Priorities for Yolo County. (No general fund impact) (Rinde/Tengolics)
Recommended Action
  1. Receive update on 2021 legislative session; and
     
  2. Approve 2022 Intergovernmental Advocacy Policy and Advocacy Priorities.

Reason for Recommended Action/Background
The County took positions on nine bills in the 2021 legislative session. Attached is a report detailing the outcome of those bills (Attachment A). Of note, AB 1542 (McCarty) which would have allowed Yolo County to implement a pilot program to establish a secured drug treatment facility where felony offenders could be sentenced and treated for substance use disorders rather than going to jail or prison was vetoed by the Governor due to concerns over forced treatment.

Staff has conferred with department heads on recommended updates to the County’s Advocacy Policies (Att. B). Below are the 2021 Priorities and status updates:

Support for additional COVID-19 relief resources, especially resources in support of state and local response In March 2021, President Biden signed the American Rescue Plan Act, a $1.9 trillion stimulus package to support ongoing COVID-19 response and to assist the country’s economic recovery following the COVID-19 induced recession. Yolo County was allocated $42.7 million and over the last several months the Board has approved an expenditure plan and workgroups to advance transformational projects and programs.
Legislation to allow for the waiver of SB 2 fees when recording documents to remove historically discriminatory covenants AB 1466 (McCarty), which was signed by the Governor, exempts documents recorded to remove a historically discriminatory covenant from SB 2 fees.  However, the bill also requires county recorders to establish a restrictive covenant program to carry out the redaction of unlawfully restrictive covenants and authorizes county’s board of supervisors to enact a recording fee of $2 on property recordings in order to fund such a program. The Assessor/Clerk-Recorder/Elections office will return during the annual master fee update this coming spring to propose its $2 fee increase for the restrictive covenant redaction program.
 

The County also received a state budget appropriation of $1.5 million for fuel reduction, alert warning systems, and fire preparedness and mitigation.

For 2022, staff is recommending the following Legislative Priorities:
  • Monitor state/local funding allocations in the Infrastructure Investment and Jobs Act and the Build Back Better Act and advocate for Yolo County to receive its fair share of funding to address critical infrastructure and public service needs, particularly in disadvantaged communities.
