Recommended Action |

- Approve delegation of authority to the County Administrator and Assistant County Administrator to negotiate and execute the contract with Michael Brady.

Reason for Recommended Action/Background |
In May 2019 the Office of Emergency Services was awarded a Department of Water Resources Delta Flood Emergency Response Grant for the purpose of improving local flood emergency response. Included in this grant is $620,000 to develop, coordinate and conduct combined table top and functional exercises focused on enhancing the Sacramento Delta region’s readiness for flooding events. The exercises will include participation across the five Delta counties: Yolo County, Sacramento County, Solano County, San Joaquin County, and Contra Costa County. The target date for the exercise and project wrap up is June 30, 2022. Approval of this agreement will assist the Office of Emergency Services staff with the implementation of the comprehensive flood focused exercise program for the respective counties.
Attachment A outlines the scope of work for the contract and the template agreement is included as Attachment B. Staff will work with County Counsel to finalize the agreement and once finalized will be executed by the County Administrator or Assistant County Administrator, thus staff is requesting delegated authority for signing the agreement. |

Competitive Bid Process |
A request for qualifications (RFQ) for Multi-County Flood Exercise Design Services was advertised on Bidsync beginning September 8, 2021. Three proposals were received by the deadline of September 28, 2021. A selection committee of two Office of Emergency Services staff members and one outside agency staff member reviewed the proposals and held interviews to determine the best qualified firm based on the evaluation criteria established in the RFQ. Michael Brady was identified as the contractor with the best proposal and to be qualified.
