Recommended Action |
- Authorize the Director, Division of Integrated Waste Management, to finalize and adopt the plans and specifications for the Construction of the Waste Management Unit 6H;
- Authorize the Director, Division of Integrated Waste Management, to sign the Notice to Contractors;
- Authorize the Division of Integrated Waste Management to advertise for competitive bids;
- Authorize the Director, Division of Integrated Waste Management, to execute a construction contract with the lowest responsive and responsible bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
- Authorize the Director, Division of Integrated Waste Management to approve all change orders up to the maximum amount allowable under State law, provided the total contract amount does not exceed the available funds for this project.

Reason for Recommended Action/Background |
Prior to construction of any Waste Management Unit (WMU) at the landfill, the plans and specifications must be reviewed and approved by the Central Valley Regional Water Quality Control Board (Regional Board). The attached plans and specifications have been submitted to the Regional Board and are currently under review. The Division does not anticipate any substantial comments from the Regional Board; however, an action item has been included to authorize the Director, Division of Integrated Waste Management to make any changes required by the Regional Board.
The plans and specifications were prepared by Golder Associates under an agreement approved by the Board on December 15, 2020 and in accordance with the requirements set forth in Title 27 of the California Code of Regulations.
Construction of new modules at the landfill requires significant amounts of soil (approximately 30,000 cubic yards per acre) due to the relatively shallow groundwater at the site. Because of this, the overall project was divided into two phases. The first phase involved placing approximately 250,000 cubic yards of soil to establish the subgrade foundation for the module, which was completed this summer.
The second phase includes placement of the compacted clay liner, geomembrane (thick plastic) and drainage layers. The construction schedule for the second phase will include procurement of the geomembrane and geosynthetic components this winter with construction beginning in the spring of 2022. The engineer's estimate for this phase of the project is $7,362,774, which includes a 20 percent contingency.
The Division of Integrated Waste Management is currently working with the Department of Financial Services on a revenue bond issuance for this project. Depending on the timing of the bond issuance, initial funding may be from the Sanitation Enterprise Fund with subsequent reimbursement from bonds. The Department of Fiscal Services will be preparing the bond reimbursement resolution and will be presenting it at a future board meeting date. |

Competitive Bid Process |
Project will be advertised on Bidsync for competitive bidding. The competitive bid process will be completed in accordance with State law. Bids will be opened and read publicly at the Department of Community Services-Division of Integrated Waste Management. A contract will be awarded to the lowest responsive and responsible bidder. |

The Division's Fiscal Year 2021-2022 budget includes $4,000,000 for construction of Waste Management Unit 6H. Approximately $2,700,000 was spent on phase 1 of the project, leaving approximately $1,300,000 remaining for phase 2. The balance of funds necessary for completion of this project will come from bond financing and a budget resolution will be presented at that time. |
