Approve agreement with Interfaith Rotating Winter Shelter dba Heart of Davis in the amount of $109,029 for the period of September 15, 2021, through August 31, 2022, for the provision of an expansion to the Bridge Program for Project Room Key clients. (No general fund impact) (Larsen)

Reason for Recommended Action/Background

The purpose of the program is to provide rapid rehousing services through the Bridge Program Expansion for up to 8 individuals at a time from September 15, 2021, to August 31, 2022, in order to allow participants exiting the Project Roomkey program in the City of Davis to maintain non-shelter housing while waiting for housing vouchers and project-based housing. This program is in compliance with the Housing First Model and will utilize evidence-based practices such as providing trauma-informed care, utilizing harm reduction practices, and motivational interviewing. This will be accomplished by establishing rapport, encouraging participants to speak freely by reassuring that no one will judge them, asking open-ended questions, and summarizing what was said to let them know they have been heard, developing an individualized safety plan which may include treatment programs, and expresses empathy through reflective listening to empower individuals.

Funding for this agreement is in line with both the California Department of Social Services (“CDSS”) a Project Room Key (“PRK”) allocation of funding to continue to provide Project Room Key and Rehousing strategy for non-congregate shelter and rehousing services and the County Medical Services Program (CMSP) Local Indigent Care Needs (LICN) allocation that health coverage supports for uninsured low-income, indigent adults that are not otherwise eligible for other publicly funded health care programs.

No general funds are required by this action. These services will be funded by CDSS/PRK Rehousing and CMSP/LCIN. The total amount of this action is $109,029 for the period of September 15, 2021, through August 31, 2022. The amount of $90,067 is included in the HHSA adopted budget for fiscal year 2021-22. The amount of $18,962 will be included in the requested budget process for fiscal year 2022-23.
