Reason for Recommended Action/Background |
The County's Policy on Procurement, among other things, governs the powers of the County's Purchasing Agent. The Purchasing Agent is responsible to manage the surplus process of unneeded equipment. State law allows the County Board of Supervisors to authorize the Purchasing Agent to donate unneeded computer equipment to persons on certain public assistance programs. In early 2021, the Health & Human Services Agency established a Chromebook loan-to-own program for clients receiving job skills training through the YoloWorks! program. This program is open to Yolo County residents who are either employed, are an active jobseeker, or enrolled in a training program or classes. Some clients are approaching the point where they will successfully complete the loan-to-own program in the near future.
The Board of Supervisors is requested to approve this update to the County policy to allow for the donations of the YoloWorks! loan-to-own chromebooks to YoloWorks! clients. Once approved, the Purchasing Agent will work with the Health & Human Services Agency to establish the process of identifying the qualifying clients eligible for donation and create an agreement that would prohibit the client from selling the equipment as required by State law. |
