Reason for Recommended Action/Background
At the April 6, 2021 Board meeting, the Board approved the formation of the Advisory Redistricting Commission (ARC) to draft and submit preliminary supervisorial district maps for the Board’s consideration. Since that time, the County also retained Redistricting Partners to assist with demography, mapping, and outreach associated with the 2021 redistricting process.
On November 1, 2021, the ARC voted to submit the attached maps, Map 2, Map 4a, and a revised version of a map put forward by El Concilio shown as Map Plan 5, to the Board for consideration (Atts. A-C). These maps were drafted in accordance with the federal Voting Rights Act, the Fair Maps Act, and previous Board guidance. For reference, the Fair Maps Act requires that to the extent practicable, district lines will be adopted using the following ranked order criteria:
(1) geographically contiguous districts (each supervisorial district should share a common border with the next)
(2) the geographic integrity of local neighborhoods or communities shall be respected in a manner that minimizes its division
(3) geographic integrity of a city shall be respected in a manner that minimizes its division
(4) easily identifiable boundaries that follow natural or artificial barriers (rivers, streets, highways, rail lines, etc.)
(5) lines shall be drawn to encourage geographic compactness. In addition, boundaries shall not be drawn for purposes of favoring or discriminating against a political party.

The Board also provided additional guidance regarding the drawing of district maps:
a) No more than two districts intersecting a city; and
b) No more than two cities within each district; and
c) Each district includes incorporated and unincorporated areas; and
d) District boundaries shall not be drawn to disadvantage or isolate a minority population
The ARC received significant public comment on communities of interest and the draft maps, including hours of public testimony. On a 6-1 vote the ARC approved at its November 1st meeting submitting Map 2, Map 4a, and Map Plan 5.
Given that the ARC is an advisory commission, the Board is free to accept, reject, or alter any of the maps submitted. The Board could also provide direction to staff to draft new maps or for the ARC to consider additional maps. Following Board deliberation and feedback, staff anticipates returning to the Board on November 23 to present a final map (consistent with direction provided by the Board) for final adoption. Pursuant to state law, the final map must be adopted by December 15.
