Approve and authorize the Chair to sign Work Order Agreement 0187.1770 with Heluna Health for funding in the amount of $250,000 for the period of August 1, 2021, through July 31, 2022, for the continued participation in the COVID-19 ELC Community Surveillance Project.

Reason for Recommended Action/Background
In June 2020, Yolo County received an initial award in the amount of $126,000 from the California Department of Public Health (“CDPH”) through Heluna Health as one of 17 sites to operate a COVID-19 Community Surveillance program in the state. Community surveillance allows for the early detection of the virus spread in the general community through testing, which can be used to guide public health response. In May 2021, additional funding in the amount of $41,667.67 was awarded as Phase 2 of the project to continue the project through July 31, 2021, which was then expanded to July 31, 2022. The $250,000 awarded as Phase 3 of the project can be used to cover additional costs of COVID-19 Community Surveillance testing and reporting for the period of August 1, 2021, through July 31, 2022. The agreement included in Attachment A of this staff report indicates this newest award amount and timeline.

County Counsel has approved this Agreement as to form.
