Adopt a resolution authorizing Yolo County's participation in the State Rental Assistance Program - Round 2, and authorize the County Administrator or designee to sign and execute an agreement with the California Department of Housing and Community Development (HCD) and take any other additional actions necessary to allow HCD to administer the Emergency Rental Assistance Program on behalf of Yolo County. (No general fund impact) (Rinde/Haynes)
Recommended Action
  1. Adopt a resolution authorizing Yolo County's participation in the State Rental Assistance Program - Round 2; and
     
  2. Authorize the County Administrator or designee to sign and execute an agreement with the California Department of Housing and Community Development and take any other additional actions necessary to allow HCD to administer the Emergency Rental Assistance Program Round 2 on behalf of Yolo County.

Reason for Recommended Action/Background
The American Rescue Plan Act of 2021, approved by Congress on March 11, 2021, includes $21.6 billion in additional funding for emergency rental assistance, building upon the $25 billion that was included in the Federal Consolidated Appropriations Act of 2021. Yolo County’s share of this second round of funding, known as Emergency Rental Assistance Round 2 or ERA 2, is approximately $8.2 million. In addition, the State of California has reserved $6.2 million for Yolo County from its ERA 2 allocation, resulting in total Round 2 funding of $14.4 million for the County. This is in addition to the $13.7 million in emergency rental assistance funding that was made available to the County in Round 1.
 
Due to the magnitude of the program and short timeframe for expenditure of funds, in March 2021 the Board authorized the County to join the state’s emergency rental assistance program for administration of the County’s share of Round 1 ERAP funding. In July 2021, staff, after coordination with the County Administrator's Office and Yolo County Housing Authority, submitted a letter of intent to the state indicating our desire to remain a part of the state’s program for administration of the Round 2 funding.  
 
To formalize this commitment, the California Department of Housing and Community Development (HCD) is requesting that all participating counties submit a resolution approved by the Board of Supervisors authorizing the county to join the state program. As such, staff recommends that the Board adopt the Authorizing Resolution presented in Attachment A, and authorize the County Administrator or designee to sign and execute an agreement with HCD and take any other additional actions necessary to allow HCD to administer the ERA 2 funds on behalf of Yolo County.

Staff in the Department of Financial Services collaborated with the County Administrator's Office and Yolo County Housing Authority on this item.

Staff continues to collaborate closely with the Yolo County Housing Authority and several participating non-profit community partners, including Empower Yolo, Shores of Hope and the Yolo County Children's Alliance on the Emergency Rental Assistance program.

This action will authorize the County's direct allocation of federal ERA 2 funding of $8,198,078.51 to be transferred to the California Department of Housing and Community Development for administration as part of the State Rental Assistance Program - Round 2. This action will also authorize the County Administrator or Designee to enter into an agreement with HCD for administration of both the County's direct federal allocation as well as the proportionate share of State Rental Assistance Program - Round 2 funds, totaling $14,441,722.04.
