Subject
Adopt Authorized Position and Salary Resolution to implement changes in the Community Services Department, County Administrator, Health & Human Services Agency, Public Defender and Sheriff's Office; adopt Authorized Position and Salary Resolution to implement changes approved at Adopted Budget; ratify COVID-19 vaccination policy and procedure; approve an accelerated merit step increase for a Code Enforcement Officer in the Community Services Department; and appoint an interim County Administrator and interim Chief Financial Officer. (No general fund impact) (Lara)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the Community Services Department, County Administrator, Health & Human Services Agency, Public Defender and Sheriff's Office;
     
  2. Adopt Authorized Position and Salary Resolution to implement changes approved at Adopted Budget;
     
  3. Ratify the COVID-19 Vaccination Policy and Procedure; 
     
  4. Approve an accelerated merit step increase for a Code Enforcement Officer in the Community Services from Step 1 to Step 2 for outstanding performance, effective October 10, 2021; and
     
  5. Appoint current Chief Financial Officer, Chad Rinde, to interim County Administrator, and appoint current Assistant Chief Financial Officer, Tom Haynes, to interim Chief Financial Officer, effective October 12, 2021.

Department: Community Services Position(s): Sustainability Coordinator Current Year Fiscal Impact: $9,010 Annual Fiscal Impact: $11,715 Source of Funds: General Fund Explanation: This action establishes a new class and salary range and reallocates one (1.0 FTE) Senior Admin Services Analyst position to a Sustainability Coordinator position. Department: County Administrator Position(s): Natural Resources Planner Current Year Fiscal Impact: $19,455 Annual Fiscal Impact: $26,625 Source of Funds: General Fund Explanation: This action establishes a new class and salary range and reallocates one (1.0 FTE) Associate Planner position to a Natural Resources Planner position and reclassifies both incumbents as a result of position classification reviews. Department: Health and Human Services Agency Position(s): Director of Public Health Nursing Current Year Fiscal Impact: $13,265 Annual Fiscal Impact: $18,150 Source of Funds: State and Federal Explanation: This action increases the salary range for the one (1.0 FTE) Director of Public Health Nursing position. The position is currently vacant so there is no fiscal impact at this time. The current year fiscal impact would be $13,265 if the position was filled as of September 26th, 2021. Department: Public Defender Position(s): Chief Mitigation Specialist Current Year Fiscal Impact: $19,400 Annual Fiscal Impact: $26,550 Source of Funds: General Fund Explanation: This action establishes a new class and salary range and reallocates one (1.0 FTE) Mitigation Specialist II position to a Chief Mitigation Specialist position. Department: Sheriff Position(s): Deputy Coroner II Current Year Fiscal Impact: $5,470 Annual Fiscal Impact: $7,485 Source of Funds: General Fund Explanation: This action extends one (1.0 FTE) Limited Term Deputy Coroner II position for an additional two years.
Reason for Recommended Action/Background
A & B - See Attachment A and B for changes to the Authorized Position and Salary Resolution.

C - As part of the meet and confer process with bargaining units, the Yolo County Supervisor and Professional Employees Association requested that the employee COVID-19 vaccination policy(Attachment E) come before the Board. Staff agreed to present the policy for Board ratification as an outcome of the meet and confer process.

D - Human Resources recommends the Board approve the Community Services department's request to grant an accelerated merit step increase to Step 2 for Angelina Espinoza, Code Enforcement Officer, for outstanding performance. Yolo County Code Section 2-6.20 provides that the Board of Supervisors may adjust the salary of an incumbent to any step within the salary range in order to correct inequities, reward outstanding achievement and performance, or for other reasons acceptable to the Board. This action will result in a 9.8% increase for the incumbent, effective October 10, 2021.

E - Human Resources recommends the interim appointment of Chad Rinde, Chief Financial Officer, to interim County Administrator until the conclusion of the ongoing recruitment process for the County Administrator position. Daniel Kim will return to Assistant County Administrator, his appointed position. For the same period, Human Resources recommends the interim appointment of Tom Haynes, Assistant Chief Financial Officer, as the interim Chief Financial Officer. Human Resources also recommends that Mr. Rinde receive compensation at the same rate received by Mr. Kim during his service as interim County Administrator which is an hourly rate of $116.1483, and a 10% salary differential for Mr. Haynes effective October 12, 2021.
