Adopt a resolution to designate the intersection of County Road 102 and County Road 27 as a multi-way stop intersection. (No general fund impact) (Echiburú/Burton)
Recommended Action
  1. Adopt and authorize the Chair of the Board to sign the attached resolution to designate the intersection of County Road 102 and County Road 27 as a multi-way stop intersection; and
  2. Authorize the Department of Community Services to install and maintain all necessary signs associated with the multi-way stop.

Reason for Recommended Action/Background
An Engineering and Traffic Study (E&TS), on the section of County Road 102 between Pole Line Road in Davis and County Road 25 in Woodland, highlighted a series of collisions at the intersection of County Road 102 and County Road 27 and prompted the review and recommendation of the installation of a multi-way stop at the intersection.

The intersection of County Road (CR) 102 and CR 27 is a 4-way intersection with a stop sign on both the west and east legs of CR 27. Historically this intersection has experienced a steady number of occasional collisions, with most being broadside and rear-end type. Public concern was raised due to a recent vehicular traffic collision resulting in a fatality, and reports of increased speeding along the corridor, which prompted staff to conduct an E&TS of the intersection in June of 2021. The E&TS was conducted in accordance with the California Manual on Uniform Traffic Control Devices (CA-MUTCD) which is published by the California Department of Transportation and adopts uniform standards and specifications for all official traffic control devices used in the State, in accordance with Section 21400 of the California Vehicle Code. The purpose of the CA-MUTCD is to provide uniformity in the use of these devices, including stop signs, to promote safety on the State’s streets and highways. After Public Works staff completed the E&TS it was identified that a multi-way stop is warranted due to the collision history and traffic volume. In a 12-month period between December 2018 and December 2019, there were five collisions that could have been prevented if all approaching traffic were required to stop at the intersection, demonstrating a likely increase in safety. Staff recommends that the Board of Supervisors approve the resolution and designate this intersection as a multi-way stop, authorizing staff to install and maintain the appropriate signage. Prior to the installation of the stop signs along CR 102, message boards are planned to be placed advising motorists of the pending installation of stop signs. Flashing beacons will be installed to alert drivers to the newly installed stop signs. The installation of the stop signs will be completed within approximately one month of designating the intersection as a multi-way stop.
